SUMMARY OF DUTIES: The purpose of this position is to operate a tool and parts room, used in a trades operation; determining, identifying and selecting for issue items described by users in terms of their intended usage; recommending possible substitutes and interchangeable items; determining work sequences, methods, procedures, and techniques for setting up and shifting storage locations and determining when tools and equipment should be routed to appropriate shops for test, repair or calibration.

  • Identifies user's tools, parts and equipment requirements and requisitions stock as needed.
  • Prepares periodic inventory and determines the basis for over, short, or misplaced items by checking such references as out-for-repair, issue, and turn-in records.
  • Ensures that tools and equipment are maintained in good condition by performing visual and operating checks.
  • Determines stock replenishment levels for centrally controlled supplies within funding limitations.
  • Receives a wide variety of supplies and specialized items requiring special handling.
  • Searches for identifying or management data on items of supply. Compares data listed on documents with reference sources such as federal catalogs, stock lists, or other publications.
  • Reviews supply transactions or provide customer service for urgent critical shortage items.
  • Establishes procedures, management of calibration, and testing of Test Measurement and Diagnostic Equipment (TMDE).
  • Performs other duties as assigned.

  • This is an excepted service position that requires membership in a compatible military assignment in the employing state's National Guard, required prior to the effective date of placement.
  • Selectee will be required to wear the military uniform.

  • Applicants who are not currently a member of the National Guard must be eligible for immediate membership and employment in the National Guard in the military grade listed in this announcement.

Qualifications

GENERAL EXPERIENCE: Experience or training which demonstrates the knowledge of trade; ability to apply identification skill (matching specific item name, models, and stock or part numbers with similar specific information at stock locations); ability to use simple hand tools (pliers, screwdrivers, etc) and to follow oral and written instructions.

SPECIALIZED EXPERIENCE: Must have at least 9 months experience or training in verifying stock by opening, counting and visually checking the contents of the containers. Experience in establishing stock location by considering such factors as use, size, shape and weight of items. Experience in completing stock records by showing the names, quantities and location of stock. Experience in identifying correct nomenclature and stock number of items in order to locate stock for issue. Experience in performing maintenance such as replacing wooden handles on handsaws, changing blades on power saws, and greasing or oiling power and hand tools.

COVID-19 VACCINATION REQUIREMENT: As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination before appointment or onboarding with the agency. MILITARY TECHNICIAN COMPATIBILITY POSITION: Prior to placement in this position, the selected applicant must be assigned to an appropriate military position and must meet the definition of a dual status technician in accordance with 32 U S C 709.

CONDITIONS OF EMPLOYMENT:
1. Must be able to obtain and maintain the appropriate security clearance of the position.

2. This position is covered by the Domestic Violence Misdemeanor Amendment (30 Sep 96) of the Gun Control Act (Lautenberg Amendment) of 1968. An individual convicted of a qualifying crime of domestic violence may not perform the duties of this position.

3. Ability to establish effective professional working relationships with coworkers and customers, contributing to a cooperative working environment and successful accomplishment of the mission.

4. May occasionally be required to work other than normal duty hours; overtime may be required.

NOTES TO CANDIDATES:
a. Situations of inversion of military rank are not permitted, i.e., a military technician may not be militarily senior to his or her full-time supervisor.

b. Authorization for payment of PCS expenses will be granted only after determination is made that payment is in the best interest of the Hawaii National Guard.

h. i. This temporary limited appointment may be converted to a non-temporary appointment without further competition.

j. If you are selected for this position, you will be eligible for health and life insurance and you will be covered under a retirement system.

k. This type of appointment is expected to extend beyond one year, not to exceed 4 years. Separation will be preceded by a 30-day notice when services are no longer needed. Permanent technicians will remain on permanent status if selected.

l. Selectee informed in advance of the reasons for and conditions of this temporary promotion may return to his/her former grade when temporary action is no longer needed and may be affected at any time without adverse action procedures.

m. Temporary promotion may be extended for an additional two years, not-to-exceed four years, with National Guard Bureau approval.

n. Should the need for temporary time limitations placed on this position no longer exist, the Temporary Promotion may be converted to a permanent action without further competition.

o. Eligibles on this list will be given automatic consideration for position vacancies occurring during the six months period following the close of this announcement.

p. This position may involve arduous/hazardous duties. Placement is contingent upon successful completion of a medical examination or review/approval of a physical examination taken within six months.

q. Selectee may be scheduled for formal training at the Professional Education Center (PEC) within the first six months of employment. Unless there are extenuating circumstances, failure to complete National Guard Bureau prescribed courses at PEC within the first year of employment, may be cause for reassignment to other full-time positions or termination of employment.

r. Candidates above the grade of E-5 must include in their application the willingness to take a voluntary downgrade in order to be considered.

PHYSICAL EFFORT: Work is performed on hard surfaces and in work areas that require standing, stooping, bending, and working in tiring and uncomfortable positions. Frequently lifts and carries tools, parts, supplies, and equipment weighing up to10 pounds. May occasionally handle items that weigh up to 40 pounds. Hand trucks, dollies, and other workers are available for assistance with heavier items.

WORKING CONDITIONS: Work is generally performed in areas that are well lighted, heated, and ventilated. May occasionally work inside in areas that are drafty. Work is sometimes dirty, dusty, and greasy. Frequently exposed to the possibility of cuts, scrapes, and bruises.

OTHER REQUIREMENTS: Must be able to pass an operator's test for forklift equipment up to 10,000 lbs. For positions requiring the operation of motor vehicles, candidates must have a valid state driver's license.
