Duties

Help
  • You will analyze program requirements to determine compatibility with range resources and magnitude of range participation in achieving program objectives.
  • You will oversee the assigned range critical national and international programs from introduction to completion.
  • You will serve as the range technical, program and operational liaison between Pacific Missile Range Facility, the project sponsor and external implementing agencies.
  • You will provide direct oversight of the preparation of the test plan and associated Universal Documentation System (UDS) documentation by support contractors.
  • You will coordinate requirements for funding to accomplish assigned tasks within resource, schedule and funding constraints.
  • You will determine mission support requirements, and analyzes potential problem areas with range capability, manpower, and support activities.
  • You will provide expert advice and consultation on and resolves unusually complex problems associated with standardization and integration of current and next generation range capability.
  • You will generate alternate support plans, policies and procedures or generates plans for the development of new and improved capabilities and efficiencies.

Qualifications

Your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Providing direction to implement program support and mission execution tasks to resolve critical issues in the planning of national or international policy on strategic weapons that affect the nations readiness posture.

This announcement uses the Defense Industrial Base, Major Range and Test Facilities direct hire authority to recruit and appoint qualified candidates to certain positions in the competitive service.

This position is established in the Test and Evaluation (T&E) Division, Range Operations Department at the Pacific Missile Range Facility (PMRF). PMRF is the world's largest instrumented, multi-mission, multi-environmental, multi-domain training and test range capable of supporting subsurface, surface, air and space operations simultaneously. There are 1,100 square nautical miles (nm) of instrumented underwater range, 42,000 square nm of controlled airspace, and a temporary operating area of more than 2.1 million square nm. This makes PMRF a premier facility for providing range services for the live fire training of military forces of U.S. Navy, Joint and Allied Countries. These operations vary from single-unit to major exercises. Weapons acquisition programs conducting operational testing on PMRF include new missile and radar systems, hypersonic, and Integrated Air and Missile Defense.

The Program Analyst, GS-0343-12 (T&E Program Manager) performs program analysis, operational support, planning, financial tracking, and conducts management and operational tasks as required to meet customer's requirements and PMRF goals. The Test and Evaluation Division provides support to various components of the Department of Defense and other national and international agencies.


This position is covered by the Department of Defense Priority Placement Program.
