Help

As a Supervisory Sanctuary Superintendent, you will perform the following duties:

  • Serve as the Superintendent for the Olympic Coast National Marine Sanctuary (OCNMS), to develop and implement program functions and collaborate with government and non-government entities and stakeholders in support of OCNMS programs and policies.
  • Direct the day-to-day implementation and execution of the organization’s administrative and financial operations, to include multiyear and longer budget and agreements.
  • Carry out policies and purposes of the National Marine Sanctuaries Act, relevant presidential proclamations, executive orders, and oversee development of plans and programs for both short and long time frames to conserve, protect, enhance, restore, investigate, and manage sanctuary resources through research and outreach.
  • Exercise supervisory authority over the OCNMS program staff and manage the human resources functions and staffing planning for programs.

·        Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.

This position requires a Moderate Risk Security Clearance.  

This position will be filled under the DOC Alternative Personnel System (CAPS). This system replaced the Federal GS pay plan and structure. Under CAPS, positions are classified by career, pay plan, and pay band.

The ZA-4 is equivalent to the GS-13/14.

Qualifications

CONDITION OF EMPLOYMENTS/PHYSICAL REQUIREMENTS: This position has physical requirements. May require participation in fieldwork. Fieldwork may require the incumbent to walk and work for several hours along unpaved shorelines or work on research vessels in the marine offshore environment. Incumbent will need to travel to a variety of regional locations, meet with collaborators, and participate in community or scientific presentations, meetings and discussions. The incumbent may be required to stand for long periods of time, and bend/stoop and lift up to 40 lbs. unassisted during such work. SCUBA certification may be required. This position requires the operation of a Federal motor vehicle. Must be able to obtain and maintain a valid state driver's license to operate a government vehicle.

EDUCATION:   There is no positive education requirement for this position.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service.  Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position.  This experience need not have been in the federal government.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations e.g., professional; philanthropic, religious; spiritual; community, student, social). Volunteer work helps build critical competencies; knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.  You will receive credit for all qualifying experience, including volunteer experience.

To qualify at the ZA-4 or GS-13 level:

SPECIALIZED EXPERIENCE: Applicants must possess one full year (52 weeks) of specialized experience equivalent to the ZA-3 or GS-12 in the Federal service. Specialized experience MUST include all of the following:

  • Overseeing or executing management plans in support of a marine sanctuary program or natural resources management program;
  • Developing or executing budget plans in support of a marine sanctuary program or natural resources management program;
  • Developing, overseeing or implementing environmental stewardship projects for marine resources; and
  • Reviewing or distributing work for program staff and/or improving the effectiveness of the administrative operations of a program.

CTAP applicants MUST submit the following documents:

  1. How you will be evaluated

You will be evaluated for this job based on how well you meet the qualifications above.
