Duties

At the entry level of this position, you will:

  • Serve as a Great Lakes Area of Concern (AOC) Task Force Lead (TFL). Has responsibility for coordinating with state AOC lead, and local Public Advisory Council (PAC) to move AOC towards removal of Beneficial Use Impairments (BUIs) and delisting. This includes supporting the State and the PAC in the development of a short list of management actions, providing guidance on potential funding sources to implement the projects, and providing technical assistance.
  • Coordinate and oversee the technical and programmatic contributions of other federal, state, local and industry officials, where appropriate. Contributions primarily consist of verbal and written analysis and input, but can also include execution of planning, design, and construction activities.
  • Serve as a Contracting Officer Representative. Direct, oversees, manage, and evaluate contractor actions and expenditures for assigned sites.
  • Provide input to Great Lakes Remediation and Restoration Branch (GLRRB) Branch Manager and Section Supervisor on contaminated sediment and Area of Concern issues. Respond to citizen inquiries including independent meetings with citizen groups, industry, and state agencies to discuss AOC and Sediment Programs issues, priorities, and directives in consultation with immediate supervisor.
  • Project Management responsibilities for Great Lakes Legacy Act sediment remediation projects and habitat restoration projects, which may include: Conducting Site Characterization activities to determine the nature and extent of sediment contamination; Negotiating Project Agreements (PAs) with non-federal sponsors’ Conducting Feasibility Studies to examine alternatives and determine short-and-long term impacts of alternatives to human health and the environment; Conducting source control evaluation; Conducting Potential Responsible Party searches; Conducting remedial designs of selected remedy; Developing a Project Team incorporating representatives from state agency and other non-federal sponsors; Analyzing data collected at various phases of the project and adjusting project plans as necessary in response to the findings; Review of design plans and specifications, including the technical soundness of environmental, geotechnical, structural, and hydrological approaches and analyses; Ensuring all necessary permits are obtained; Directing and/or overseeing construction activities to ensure consistency with approved design; Identifying and evaluating whether certain activities should be undertaken sooner than others; Ensuring technical soundness of remedial efforts accomplished by contractors, states and industrial non-federal partners.

You will spend 25-50% of your work time on contracts, grants/cooperative agreements, and/or interagency agreements.

This position is designated as Moderate, High Risk and requires a background investigation. Qualifications

In addition to the educational requirements, we are looking for at least one year of specialized experience related to this position as described below:

To qualify for the GS-11 level, you need to have at least one year of full-time experience equivalent to the GS-09 level defined as experience in coordinating with multiple agencies and stakeholders for the development and implementation of environmental remediation and/or habitat restoration projects; experience in developing, planning and implementing environmental data collection efforts - OR Ph.D. or equivalent doctoral degree; or 3 full years of progressively higher level graduate education leading to such a degree in the academic discipline as described below - OR an equivalent combination of education and experience.

To qualify for the GS-12 level, you need to have at least one year of full-time experience equivalent to the GS-11 level defined as experience in coordinating with multiple agencies and stakeholders for the development and implementation of environmental remediation and/or habitat restoration projects, experience in developing, planning and implementing environmental data collection efforts; experience in developing and implementing planning and feasibility studies, project design, and/or construction projects for environmental projects.

Your answers to the online assessment will be used to evaluate your competencies in the following areas: 

  1. Skill in applying a wide range of biological, physical, engineering science concepts, principles, practices and methods sufficient to carry out complex assignments in support of the Great Lakes National Program Office.
  2. Skill in applying a wide range of concepts, principles and practices of biological, physical, engineering science concepts, principles, practices and methods sufficient to plan, coordinate, manage and oversee GLLA sediment remedial actions and/or habitat restoration projects and related activities.
  3. Knowledge of the latest available treatment processes and cleanup methods for contaminated sediment sites to direct field activities, with or without the aid of consultants, primary agencies, advisory agencies, or special teams to meet the specific needs of complex remedial activities.
  4. Knowledge of management principles, practices and methods in order to plan and oversee GLLA remedial activities and habitat restoration projects.
  5. Knowledge of applicable state and local laws, authorities and agreements governing the management of contaminated sediments.
  6. Skill in communications in order to deal with highly visible, complex community relations issues and situations.

Education

You need a degree or combination of education and experience as described below to qualify for this position.

A bachelor’s or higher degree from an accredited or pre-accredited college or university in:

0401 - General Natural Resources Management and Biological Sciences Series:

A. Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position. -OR-

B. Combination of education and experience: Courses equivalent to a major, as shown in A above, plus appropriate experience or additional education.

0800 - Engineering Series:

A. Degree: Engineering. To be acceptable, the program must: (1) lead to a bachelor’s degree in a school of engineering with at least one program accredited by ABET; or (2) include differential and integral calculus and courses (more advanced than first-year physics and chemistry) in five of the following seven areas of engineering science or physics: (a) statics, dynamics; (b) strength of materials (stress-strain relationships); (c) fluid mechanics, hydraulics; (d) thermodynamics; (e) electrical fields and circuits; (f) nature and properties of materials (relating particle and aggregate structure to properties); and (g) any other comparable area of fundamental engineering science or physics, such as optics, heat transfer, soil mechanics, or electronics. -OR-

B. Combination of education and experience -- college-level education, training, and/or technical experience that furnished (1) a thorough knowledge of the physical and mathematical sciences underlying engineering, and (2) a good understanding, both theoretical and practical, of the engineering sciences and techniques and their applications to one of the branches of engineering. The adequacy of such background must be demonstrated by one of the following:

  1. Professional registration or licensure -- Current registration as an Engineer Intern (EI), Engineer in Training (EIT)1, or licensure as a Professional Engineer (PE) by any State, the District of Columbia, Guam, or Puerto Rico. Absent other means of qualifying under this standard, those applicants who achieved such registration by means other than written test (e.g., State grandfather or eminence provisions) are eligible only for positions that are within or closely related to the specialty field of their registration. For example, an applicant who attains registration through a State Board's eminence provision as a manufacturing engineer typically would be rated eligible only for manufacturing engineering positions.
  2. Written Test -- Evidence of having successfully passed the Fundamentals of Engineering (FE)2 examination or any other written test required for professional registration by an engineering licensure board in the various States, the District of Columbia, Guam, and Puerto Rico.
  3. Specified academic courses -- Successful completion of at least 60 semester hours of courses in the physical, mathematical, and engineering sciences and that included the courses specified in the basic requirements under paragraph A. The courses must be fully acceptable toward meeting the requirements of an engineering program as described in paragraph A.
  4. Related curriculum -- Successful completion of a curriculum leading to a bachelor's degree in an appropriate scientific field, e.g., engineering technology, physics, chemistry, architecture, computer science, mathematics, hydrology, or geology, may be accepted in lieu of a bachelor’s degree in engineering, provided the applicant has had at least 1 year of professional engineering experience acquired under professional engineering supervision and guidance. Ordinarily there should be either an established plan of intensive training to develop professional engineering competence, or several years of prior professional engineering-type experience, e.g., in interdisciplinary positions. (The above examples of related curricula are not all-inclusive.)

1301 - General Physical Science Series:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics. -OR-

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.
