OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The Auditor (Performance) is responsible for evaluating investigative project proposals and reports in terms of appropriateness of outcome measures, data collection, and analysis methods used in proactively developing investigative leads pertaining to fraud, waste, and abuse of the Department of Veterans Affairs (VA) programs, functions, and operations. The incumbent is responsible for doing risk assessments, developing new investigative projects, and analyzing data and statistics in support of healthcare fraud cases. The incumbent is responsible for producing performance audits, evaluations, and reviews of VA healthcare programs and operations.

As an Auditor (Performance), you will:
- Conduct broad performance audit assignments requiring integrated analysis of a number of different VA healthcare programs, systems and operations
- Prepare and conduct performance audit surveys and program evaluations, focusing on specific performance audit objectives
- Identify, investigate, and evaluate moderate to complex potential healthcare fraud from self-initiated findings, complaints and/or filings from patients or internal/external sources to determine appropriate action based on the appropriate VA program guidelines, and state and federal regulations
- Serve as a technical expert with respect to all phases of study design, data analysis, and interpretation of results relating to projects under consideration, and in support of data mining activities, data analysis, and recommendations for potential fraud, waste, and/or abuse auditing using available tools and internal data

Conditions of Employment:
- A one year probationary period may be required.
- Must successfully complete a background investigation.
- Public Trust - Background Investigation will be required.
- Travel nationwide under tight deadlines. The incumbent should anticipate frequent walking and standing as a component of this travel.

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

Specialized Experience for the GS-14: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13grade level in the Federal service. Specialized experience or General experience for this position includes:
- Collecting and analyzing data on operations, billings, or from investigations to identify trends revealing risk, fraud, waste, or anomalies; AND
- Planning and conducting evaluations, inspections, or audits in accordance with Government Accountability Office (GAO) Yellow Book Standards; AND
- Preparing reports on findings.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a non-temporary competitive appointment must have served at least three months in that appointment.

Education

To be qualified for this position, you must meet the basic educational and/or work experience requirements for professional auditing positions in the federal government. For this position these minimum requirements include:

1. Degree: A degree in auditing or a related field such as business administration, finance, public administration, or accounting; OR
2. A combination of education and experience: At least four years of experience in performance auditing, or an equivalent combination of performance auditing experience, college-level education, and training that provided professional auditing knowledge. The applicant's background must also include one of the following:

a. A certificate as a Certified Internal Auditor (CIA) or a Certified Public Accountant (CPA), obtained through written examination; OR
b. Completion of the requirements for a degree that included substantial course work in auditing or accounting (e.g., 15 semester hours or 22.5 quarter hours).

The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education.
