At the full performance level GS-13,the major duties of this position include but are not limited to the following:

1) Serves as the manager on watch team shifts. As the Senior Watch and Warning Manager, the incumbent is responsible for exercising principle leadership and managing team members, including but not limited to, prioritizing and distributing the workload among employees in accordance with established work-flow or job specialization and assure timely accomplishment of the assigned workload.
a. Oversees the monitoring of multiple information sources to collect, analyze, verify, prepare and disseminate information to ensure immediate notifications and alerts are made to key personnel regarding significant events that are affecting or could affect DOI facilities and/or personnel.
b. Oversees tracking and reporting of critical incidents, monitoring ongoing events for new and updated information, execution of standard operating procedures and maintenance of comprehensive watch office logs and vital records.
2) Maintains communication and coordination with emergency management, law enforcement, intelligence and other interagency partners.
3) Coaches personnel in the selection and application of appropriate problem-solving methods and techniques, provides advice on work methods, practices and procedures, and assists team members in identifying the parameters of viable solutions for program success.
4) Perform headquarters-level emergency operations planning and coordination, as well as represents the Division during national level exercise planning efforts.
5) Performs as an expert analyst in support of the Interior Operations, Office of Emergency Management, the Department's emergency management program, and the Secretary of the Interior in operational areas such as analysis and productions, modeling, innovation, and tools development.
6) Applies mastery of a wide range of qualitative and/or quantitative methods to identify, assess, analyze, and improve Interior Operations Center effectiveness, efficiency, processes, systems, and work products.
7) In coordination with management, identify innovative ways to resolve unique operational issues where no policy exists, or existing policies require changes.
8) Interfaces regularly with inter and intra-agency counterparts to coordinate the accomplishment of organizational goals.

Individuals must be able to operate in austere and operationally challenging environments during activations or deployments. Demanding travel and/or work schedules may be required during emergencies. The incumbent must be prepared to work extended hours during emergency operations with little or no notice. The position may also require the incumbent to don respiratory or other personal protective equipment.

Position requires a Secret security clearance. This is a drug-testing designated position.

The incumbent is designated as an Emergency Employee and is subject to recall around the clock for emergency management operations or situation dealing with national security emergencies or may be required to remain at work during dismissal or closure situations. Emergency Employees are expected to remain in contact with their agencies at all times during emergency situations. The Mission-Critical employee reports for work at regular or alternate worksites, as needed. Incumbent serves as a member of a Continuity of Operations team.

NOTE: This position has been identified for Emergency Operations Division Position Development and Qualification System certification established by the Office of the Secretary, Office of Emergency Management. Upon meeting regulatory and performance requirements incumbent may be non-competitively reassigned to the position of Emergency Management Specialist (Senior Watch and Warning Manager). The incumbent must submit to a Top Secret - SCI background investigation upon entering this position. Failure to obtain the certification or TS/SCI background investigation may subject the incumbent to adverse action up to and including removal.

OS OEM has determined that the duties of this position are suitable for telework and the selectee may be allowed to telework with supervisor approval.

Salary Range Information:

GS-13: 103,690 - 134,798 per annum
First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.

Specialized Experience
GS-13
To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience (must meet all):

1) Maintaining Department-wide and/or organization-wide situational awareness and common operating picture.
2) Applying concepts, principles and practices of emergency management in order to collect and analyze data from a variety of sources and develop specialized reports, summaries and briefings that highlight organizational impacts and activities.
3) Leading, coaching, and mentoring team members in an emergency management organization.
4) Managing and instructing employees on specific emergency management and/or operations center tasks and job techniques.
5) Applying concepts, principles and practices of program and project management to meet the goals and initiatives of an emergency management organization.

A preliminary background check must be completed before a new employee can begin work with the U.S. Department of the Interior. The preliminary background check consists of a search of Office of Personnel Management and Department of Defense background investigation files and an FBI National Criminal History Fingerprint Check; it may take up to 3 weeks to complete. If selected for this position, you will be extended a tentative offer of employment pending a satisfactory background check. Current Federal employees or individuals with an existing completed background investigation may not be required to undergo another background check; these will be handled on a case-by-case basis in coordination with the Bureau security office.

4) Interpersonal Skills - Demonstrated skill in organizing and coordinating the efforts of others, motivating and leading teams, managing projects, completing studies and executing programs that contribute to the continuous improvement of operations and activities within the program area and work unit and building constructive relationships with partners.
5) Leadership - Ability to oversee the work of a team, monitor and evaluate performance, and assist in coaching and mentoring team members.
