Duties

Help

As the Management & Program Analyst in this position, you will:

  • Plan and conduct OIG evaluations and studies of FEC operations, programs, and policies to analyze their effectiveness and efficiency in meeting established goals and objectives.
  • Provide expert knowledge of FEC programs, conducts extensive risk analysis, identifies, and recommends approval of OIG strategies.
  • Participate in OIG investigative and audit interviews, as needed, to support those matters and assists with drafting investigative and audit reports.
  • Assist the IG and Deputy IG with metrics development, implementation, and tracking relating to all OIG functions, including investigations, audits, evaluations, studies, risk assessments, and reports to the Commission and to Congress.
  • Support publication of OIG reports, including web content management, reports to Congress, and other reporting requirements.

The full performance level of this position is GS-0343-12. This position is developmental in nature. Upon meeting regulatory and performance requirements the incumbent may be promoted non-competitively to the target level of GS-12.

Qualifications

In order to qualify, you must meet the education and/or experience requirements described below. Your resume must clearly describe your relevant experience. If qualifying based on education, a copy of your unofficial transcripts must be provided with your application.

GS-11:Specialized Experience: Have at least one year of specialized work experience equivalent to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) assisting with drafts for evaluation and study reports that clearly detail methodology, analysis, conclusions, and recommendations; (2) utilizing quantitative and qualitative methodologies to analyze complex information and reach supportable conclusions; (3) helping to resolve management and administrative planning issues; (4) supporting investigations and audits by providing program analysis, including data analytics and quantitative/qualitative method.
OR
Education: Have 3 years of progressively higher-level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree in a directly related field of study.
OR
Combination: Have an equivalent combination of the type and level of experience and education described above.


GS-12:Specialized Experience: Have at least one year of specialized work experience equivalent to the GS-11 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) conducting evaluations and studies of agency operations, programs, and policies to analyze their effectiveness and efficiency in meeting established goals and objectives; (2) developing recommendations concerning potential improvements to operations, programs, and policies; (3) participating in investigative and audit interviews to assist with drafting investigative and audit reports; (4) conducting extensive risk analysis to identify and recommends approval of agency strategies.

In addition, you must provide a cover letter describing your experience with the competencies identified below:

1. Data and Organizational Analysis: Knowledge of the principles, methods, and processes used to analyze data and datasets including investigating trends or anomalies, establishing relationships, and identifying patterns. Knowledge of the methods, techniques, and tools used to analyze program, organizational, and mission performance; includes methods that deliver key performance information (for example, comparative, trend, diagnostic, root cause, predictive) used to inform decisions, actions, communications, and accountability systems.

2. Research and Evaluation: Knowledge of the scientific principles, methods, and processes used to conduct a systematic and objective inquiry; including study design, collection, analysis, and interpretation of data; and the reporting of results. Knowledge of evaluation theory, concepts, standards, methods, and tools to assess the effectiveness and efficiency of programs, policies, and organizations

3. Communication: Articulates information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately. Recognizes or uses correct English grammar, punctuation, and spelling; communicates information (for example, facts, ideas, or messages) in a succinct and organized manner.

4. Problem Solving and Reasoning: Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations. The ability to diffuse hostile or controversial situations in order meet mission requirements. Identifies rules, principles, or relationships that explain facts, data, or other information; analyzes information and makes correct inferences or draws accurate conclusions.

5. Customer Service: Works with clients and customers (that is, any individuals who use or receive the services or products that your work unit produces, including the general public, individuals who work in the agency, other agencies, or organizations outside the Government) to assess their needs, provide information or assistance, resolve problems, or satisfy their expectations; knows about available products and services; is committed to providing quality products and services.
