Current, Permanent Employees of the Veterans Health Administration (VHA) and CTAP eligible applicants. *This announcement will close on December 7, 2021, or once the first 50 applications have been received. The HRCoE Classification function serves as the classification consultant for the Veterans Health Administration and has full technical authority for classification and position management, projects, studies, and policy development. This position serves as a Human Resources Specialist (Classification) providing a full array of expert technical and consultative support.
Major duties include but not limited to:
Serving as the authoritative VHA subject matter expert on all Title 5 and Title 38 areas of classification;
Identifying, advocating and implementing VHA objectives by formulating and implementing short and long range/goals for the USH;
Anticipating VHA policy needs, in order to develop new policy or legislative proposals for approval by the Department;
Providing complex advisory services to all levels of VHA leadership on all Title 5 and Title 38 classification topics;
Conducting studies, data analysis, health-care business sector studies to identify and solve classification related deficiencies;
Preparing complex, high level written documents, congressional inquiries, decision papers, briefings, etc.;
Leading interdisciplinary work groups to implement legislative/policy changes in all areas of classification;
Serving as a VHA subject matter expert in the formulation, adjustment and utilization of classification policies;
Tracking mission-critical initiatives, making required policy and system changes in order to ensure successful implementation.
Classification and implementation of standardized position descriptions and functional statements impacting 20+ or more employees, reviewing and rendering final decision on reconsideration requests on field classifications decisions.

Qualifications
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/07/2021.
Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. The specialized experience is: applying, advanced HR principles, concepts, and practices, including position management and organizational design sufficient to provide technical guidance on implementing and administering position classification programs, expert skill in fact-finding, analysis and problem solving to analyze and advise on the classification and position management implications of proposed reorganizations, realignments of functions, workforce restructuring, reductions and other major actions; expertise in interpreting classification standards and other HR policies; providing expert advice and assistance with classification and position management issues; developing position descriptions, working on special projects, and providing management with insight in establishing organizational structures.
