Duties

Help
  • Serves as the Deputy Commander, DLA Distribution Yokosuka, Japan (DDYJ), is the senior civilian and a full participant in managing and leading the distribution center.
  • Manages all functions performed within the distribution center, and is responsible for planning, organizing overall logistics programs,
  • directing warehousing and distribution functions in support of customers geographically dispersed throughout the INDOPACOM AOR and other service components within the Pacific region.
  • Provides expert technical advice to the DLA Distribution Yokosuka Commander and other local managers on assigned programs and other matters that affect the distribution center programs and projects.
  • Quantitatively and qualitatively analyzes and evaluates plans, programs and critical issues from higher headquarters that affect center operations.
  • Implementation and/or development of new programs affecting organizational, functional and operational areas of center activities.
  • Provides recommendations about the distribution facilities, storage space, staffing, and material handling equipment, and related operating requirements.
  • Develops and coordinates operational contingency plans and agreements Internal and external support to center operations.
  • Documents the execution of contingency support plans for military operations during exercises or periods of crisis.

Qualifications

To qualify for an Distribution Facilities Manager, your resume and supporting documentation must support:

Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position, and is directly in or related to this position. To qualify for the GS-13 grade level, specialized experience must be at the GS-12 grade level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes: Identifies the specific requirements for funding, manpower, material, facilities, and services needed to support distribution programs. Correlates requirements with program plans to assure that the needed support is provided at the right time and place. Establishes and implements goals and objectives, long-range plans and internal management controls for the purpose of controlling operations, determining costs and evaluating performance while taking necessary action to correct program and operational deficiencies.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Substitution of education may not be used in lieu of specialized experience for this grade level.
