Duties included are at GS-14 and are not limited to:
  • Oversees the processing of complex, confidential and/or sensitive complaints relating to Departmental programs, particularly that of the Centers for Medicare & Medicaid Services (CMS), and operations in the health care, child support enforcement, grants management, employee misconduct allegations, and internal systems areas.
  • Manages and oversees Hotline operations to ensure adherence with procedural and policy requirements, timely processing of action items, compilation assessment of required information, and referral to appropriate personnel or offices for review or action updates procedures and requirements as needed.
  • Serves as the key OI focal point on current, state-of-the-art techniques with respect to matters relating to Hotline operations, and as a key advisor, the incumbent participates with considerable weight in final policy determinations impacting the Hotline.
  • Maintains liaison with other Inspector General offices and other Federal law enforcement agencies with respect to matters related to Hotline activities and coordinates with counterparts in exchanging and providing information and consulting on matters of national concern.
  • Oversees the reviews of violations of waste, fraud, and abuse in HHS programs to determine the applicable laws and regulations that were violated, as well as the proof required to support such investigations, and the methods of obtaining the evidence.

Specialized Experience: Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service, which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience providing (1) planning, coordinating, implementing a Hotline program evaluation; (2) providing instruction, guidance and counsel to lower level staff on a daily basis; and (3) analyzing data and providing response to data requests.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

Recruitment Incentive: Payment for relocation incentive may be authorized for this position, subject to funds availability and the Office of Inspector General's determination that it would be in the best interest of the Government to authorize such payments.

Security and Background Requirements: A Top Secret/SCI clearance may be required to be obtained and maintained and a credit check is required. If not previously completed, a background security investigation will be required for all appointees. Appointment will be subject to the applicant's successful completion of a background security investigation and favorable adjudication. Failure to successfully meet these requirements may be grounds for appropriate personnel action. In addition, if hired, a background security reinvestigation or supplemental investigation may be required at a later time. Applicants are also advised that all information concerning qualifications is subject to investigation. False representation may be grounds for non-consideration, non-selection and/or appropriate disciplinary action.

Testing Designated Position: This is a Testing Designated Position. Incumbent must submit to and successfully pass a urinalysis drug screening prior to appointment. The Incumbent will also be subject to unannounced random drug testing for the duration of their time in this position.
