At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:
Represent the Agency at Departmental and Interagency planning meetings.
Advise the Bureau Director/Deputy Director, OA Chief, and other members of the OSMRE Executive Committee (EC) and Continuity of Operations Program (COOP) matters affecting their ability to accomplish organizational mission essential functions
Develop and maintain OSMRE HQ's COOP Plan; assist in developing OSMRE Regional COOP Plans
Subject to financial disclosure requirements. You cannot own any direct or indirect financial interest in a coal mining operation
Males born after 12/31/59 must be registered for Selective Service or meet an approved exemption
May be required to successfully complete a probationary period
Suitable for Federal employment, determined by a background investigation
Qualifications
Minimum Qualification Requirements:
To qualify for this position you must meet the Specialized Experience for the series to which you are applying.
Specialized Experience
To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to the GS-13 level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is in or related to the work of the position to be filled.
Specialized experience is defined as demonstrated experience:
Managing a continuity, contingency, mission assurance, or resilience program either in government or private industry, including, at a minimum: Serving as a subject matter expert on and point of contact for the program elements of a viable continuity capability; Leading or otherwise actively participating in an inter- or intra-organizational working group(s) or similar forum addressing continuity, mission assurance, or resilience. Developing, managing, or coordinating the process for and review and approval of essential functions. This includes Business Process Analyses and Business Impact Analyses. Coordinating or managing a Test, Training & Exercise (TT&E) plan or program for a preparedness mission area. Managing (developing, drafting, reviewing, and/or revising) an organization's plan(s), policy(ies), and/or procedure(s) for a preparedness mission area. A demonstrated ability to effectively communicate at all levels of an organization, both orally and in writing, and to present well-considered and sound suggestions that provide a clear understanding of continuity principles to ensure effective communications and decision-making during a crisis based on current plans, policies, and requirements.
Merit promotion applicants must meet time-in-grade requirement as defined in 5 CFR 300, Subpart F.
One year at the GS-13 level is required to meet the time-in-grade requirements for the GS-14 level.
