Duties

Help

The mission of the Bureau of Ocean Energy Management (BOEM) is to manage ocean energy and mineral resources on the Outer Continental Shelf (OCS) in a manner that balances energy independence, economic development, and environmental protection. Energy resources on the OCS include oil and natural gas, as well as sources of renewable energy. Marine mineral resources include sand, gravel, and other non-energy minerals.

This position is located within the Department of the Interior, Bureau of Ocean Energy Management, Office of Environmental Programs (OEP), Division of Environmental Sciences (DES), Branch of Chemical and Physical Sciences. OEP is responsible for assessing the environmental impact of Outer Continental Shelf (OCS) development and providing guidance concerning the place, time, and nature of activities to be authorized. DES manages the Environmental Sciences Program (ESP), providing national level coordination with research managers within the Department of the Interior, other Federal agencies, coordinating committees, and non-Federal research organizations.

The incumbent serves as a BOEM subject matter expert in atmospheric science with broad expertise in environmental chemistry, air quality, greenhouse gases and other components of environmental significance in the air across the OCS to oversee scientific research and studies that inform offshore energy development decisions and policy/regulatory development.

The major duties of this position include but are not limited to the following:
1) Advises BOEM OEP leadership, management, and colleagues on research, policy, guidance, and regulations regarding atmospheric science, air quality, and climate science.
2) Oversees and coordinates the planning, budgeting, and execution of scientific investigations (i.e., research, studies, and projects) related to atmospheric science, air quality, and climate science.
3) Serves as a subject matter expert in atmospheric sciences, climate change, and atmospheric chemistry to participate in research and other scientific activities led by his/her BOEM colleagues or by outside partner agencies.
4) Plans, develops, and leads or supports interagency partnerships, large contracting teams, and working groups that include industry and academia as they relate to BOEM's atmospheric science objectives.
5) Prepares and presents briefs on BOEM OEP's activities on atmospheric science, air quality, and climate science.

Salary Range Information:
GS-14: $122,530 - $159,286
*First time hires to the federal government typically start at the beginning salary in the range for their respective grade level.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the (1) Basic Educational Requirements AND (2) Specialized Experience for the series to which you are applying.

(1) Basic Educational Requirements (Physical Scientist-1301):

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.

OR

B. Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

(2) Specialized Experience

To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience with all of the following:

  1. Experience expressing technical information related to atmospheric science, climate change, or atmospheric chemistry, both orally and in written format, to technical audiences.
  2. Experience adapting work methods in response to new information, changing conditions, emerging new technologies, and/or unexpected obstacles.
  3. Experience developing and maintaining expertise in atmospheric science, climate change, or atmospheric chemistry by conducting literature review, analyzing scientific data, and engaging with internal and external scientific peers.
Must meet all three.
