Responsibilities

This position is located in the Office of Audit, Quality Assurance and Operations Directorate -or- Office of Special Review and Evaluation, Quality Assurance and Operations Support Directorate with the Environmental Protection Agency, Office of Inspector General. 

The ideal candidate will perform the following duties:

  • Serves as a Senior Auditor ensuring  the integrity of the audit/evaluation products that are signed by the Inspector General and issued to Congressional members.

  • Provides direction to OIG senior leadership and staff in maintaining and improving project quality and demonstrates personal leadership that inspires others and achieves results

  • Assists in the development of performance goals and measurements.

  • Analyzing quality assurance issues and trends. Recommending corrective actions as applicable

  • Serve as OIG national technical expert for assigned area of responsibility advising OIG personnel and others on auditing and evaluation standards.

  • Provides resources, including guidance documents, audit and evaluation tools, and training courses to ensure compliance with standards, increase efficiency and effectiveness.

This is a Public Trust Position. Employment in this position requires a background investigation. The selectee will be required to complete a Personal Identity Verification (PIV) process that requires two forms of identification from the I-9 Form. We will compare information provided on the I-9 Form to records available from the U.S. Department of Homeland Security. Upon appointment, you will be required to complete a Confidential Financial Disclosure Report, OGE-450. You will need to provide the information annually.  

Depending on your status, this position may require serving a 1-year probationary period.

After appointment, you will be subject to random testing for illegal drug use.

Qualifications

All applicants must meet one of the following requirements to be determined eligible:

Financial Auditors and Attestation Auditors

Basic Requirements:

A. Bachelor’s or Higher Degree: accounting, auditing; or a degree including auditing courses in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law.

or

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:

    1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law;
    2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
    3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.

In addition to the mandatory education requirement, all applicants must have 52 weeks of specialized experience equivalent to at least the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the candidate with the particular knowledge, skills, and abilities to perform successfully the duties of the position.

Qualifying specialized experience must demonstrate the following:

GS-13: 

1) Assist in the designing, implementing, and administering quality control and assurance activities for audit/evaluation assignments.

2) Gathering and evaluating financial or programmatic data and presenting findings;

3) Preparing various reports and documents obtaining recommendations to improve internal controls and/or improve efficiency and effectiveness of operations to senior management officials.

GS - 14: 

1) Designing, implementing, and administering quality control and assurance activities for audit/evaluation assignments.

2) Gathering and evaluating financial or programmatic data and presenting findings;

3) Preparing various reports and documents obtaining recommendations to improve internal controls and/or improve efficiency and effectiveness of operations to senior management officials.

4) Providing direction to senior leadership and staff in maintaining and improving project quality.
