Summary

The Program Specialist serves as a Knowledge Management specialist responsible for determining needs that result in valued added results for the OCC-DO. The incumbent seeks to provide a framework that ensures the capture, harnessing and exploitation of intellectual capital that includes KM polices, strategies, practices and technologies for staff to use in producing, organizing and sharing knowledge, maximizing utility and speed of access, to enhance job performance and mission contribution.

Help

Major Duties Include (but are not limited to): Interprets and implements local policy and program guidance that governs the Knowledge Management (KM) initiatives; Interprets higher-level policy and develops more specific policies and processes for the capture of the knowledge content across the entire agency for possible inclusion in the Knowledge Management (KM) website/portal; Identifies internal and/or external best Knowledge Management (KM) practices; Conducts needs assessments to identify customer Knowledge Management (KM) technology needs, determines the correct technology solution set, and develops cost benefit analysis; Provides knowledge creation, captures, shares the use of, and transfers policies and guidance pertaining to all aspects of this program; Establishes methodology for sharing internal and/or external best Knowledge Management (KM) practices across the agency using the agency website and/or portal; Develops and implements a change management program to assist in moving the agency toward a knowledge-centric culture; Identifies and assists in establishing roles and responsibilities for supporting a Knowledge Management (KM) environment; and Develops guidance and policy on processes to institutionalize Knowledge Management (KM) practices within the agency.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 12/09/2021.

Time-In-Grade Requirement (GS-11): Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For this GS-11 position, you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former VA employees applying for reinstatement with CTAP eligibility.

You may qualify based on your experience and/or education as described below.

Specialized Experience (GS-11): You must have one year of specialized experience equivalent to at least the next lower grade (GS-9) in the normal line of progression for the occupation in the organization.

Examples of Specialized Experience includes (but are not limited to):
1) Supports and maintains the continuous development of new organizational and online communities of practice
2) Ensures that content of the knowledge databases throughout the agency are current, relevant, iterative, non-duplicative, and follow agency reviews and approval processes
3) Develops and assists strategies to make tacit knowledge explicit and provides recommendations to senior specialists
4) Serves as a liaison with other agencies and industry to facilitate the leveraging of knowledge practices
5) Determines the knowledge content as to how it will be structured, shared, controlled, and made easily accessible for the needs of the agency
6) Develops, designs, sets up and maintains the agency website and/or portal for knowledge dissemination to agency managers, employee's, internal and external customers
7) Provides advice on needed resources, and monitors/leads project progress to ensure that work is accomplished in a timely and effective manner

Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to such a degree or LL.M., (if related).
OR,
Combination: Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond education must be in excess of a master's or equivalent graduate degree or 2 full years of progressively higher level graduate education leading to such a degree or LL.B. or J.D., (if related).

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: Work is primarily sedentary, requiring no special physical demands.
