Duties

Help

  • Developing knowledge skills and abilities over time, and with the guidance of more senior Trade Specialists, to perform a range of organization-specific responsibilities, including U.S. export facilitation, foreign direct investment promotion, trade promotion.
  • Participating with senior specialists in making recommendations on trade issues, policy positions, or negotiating strategies, and developing and disseminating trade information to U.S. businesses or associations.
  • Operating in a dynamic domestic and international business environment requiring dedicated effort to sustain expertise, to collaborate, and to maximize the benefits to all U.S. business interests.
  • Operating as a team member committed to continuous improvement in the domestic field, international, and headquarters network assigned to perform the following cross-cutting duties, applicable to most ITA organizational environments.

Qualifications

Applicants must demonstrate that they meet the Eligibility and Minimum Qualification requirements as noted below.

Pathways Recent Graduate Eligibility Requirements: You must be a recent graduate who has completed within the last two (2) years (or will complete within nine months) of the close date of this announcement, a qualifying associates, bachelors, masters, professional, doctorate, vocational, or technical degree or certificate from a qualifying education institute. Veterans who were unable to apply within two (2) years of receiving their degree, due to military service obligation, may be extended up to six years.

Note: You must submit transcripts (unofficial or official) and/or a letter from an education institute stating that you have meet all degree requirements to be considered eligible for the Pathways Recent Graduate Program. Official transcripts will be required prior to an official job offer, if selected for this position.

Minimum Qualifications;
GS-07:
You must possess at least one year of specialized experience equivalent to the GS-05 level in the Federal service that included experience:

  • Assisting senior personnel in coordination of trade programs and events;
  • Preparing written and verbal reports, briefing papers, summaries of meetings attended, or other materials; and
  • Establishing partnerships with public, private, academic, and multinational direct investment leaders to strengthen economic competitiveness.
OR one full year of graduate level education in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study;
OR meet the requirements under the superior academic achievement provision in global business management, global public policy, international finance, business administration, textile and apparel studies, political science, economics, marketing, international trade, international business, international affairs, international relations, international economics, or other related fields of study;
OR a combination of the required experience and education for this grade level.

Minimum Qualifications;
GS-09:
You must possess at least one year of specialized experience equivalent to the GS-07 level in the Federal service that includes the following:
  • Developing and disseminating trade information to U.S businesses or associations;
  • Assisting with current and potential U.S exporters and investors in navigating challenges on trade barriers affecting exports or investments abroad; and
  • Analyzing economic data to develop economic and trade policies.
ORtwo full years of progressively higher level graduate education leading to a master's degree or master's or equivalent graduate degree in international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study;
ORa combination of the required experience and education for this grade level.

NOTE: Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

This position requires specific coursework and/or a degree to meet the basic education requirement. You must submit an official transcript, unofficial transcript, or a list including courses, grades earned, completion dates, and quarter and semester hours earned. Your transcript(s) must clearly demonstrate the course(s) listed in the qualification requirement section. If the transcript(s) does not clearly demonstrate this you must submit a copy of the course description and/or other documentation demonstrating that the courses are equivalent.

Undergraduate Education: Major study -- global business management, global public policy, international finance, business administration, textile and apparel studies, political science, economics, marketing, international trade, international business, international affairs, international relations, international economics, or other related fields of study.

Graduate Education: Major study -- international policy, international commerce, international management, intercultural relations, international development, global economy, government and foreign affairs, international business, international trade, international economics, international affairs, international relations, or other related fields of study.

Special Instructions for Foreign Education: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university. Requirements for superior academic achievement (SAA): Possess a bachelor's degree (or expect to complete within 9 months) from an accredited college or university in global business management, global public policy, international finance, business administration, textile and apparel studies, political science, economics, marketing, international trade, international business, international affairs, international relations, international economics, or other related fields of study and meet one of the following:

  1. Class standing: Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses.
  2. Grade-point average (G.P.A.): Applicants must have a grade-point average of 3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or 3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum. (Grade-point averages are to be rounded to one decimal place. For example, 2.95 will round to 3.0 and 2.94 will round to 2.9.)
  3. Election to membership in a national scholastic honor society: Applicants can be considered eligible based on membership in one of the national scholastic honor societies. Membership in a freshman honor society cannot be used to meet the requirements of this provision. (Must provide supporting Transcripts.

Background Investigation: To ensure the accomplishment of its mission, the Department of Commerce requires each and every employee to be reliable and trustworthy. To meet those standards, all selected applicants must undergo and successfully complete a background investigation for Secret clearance as a condition of placement in this Noncritical-Sensitive position. This review includes financial issues such as delinquency in the payment of debts, child support and/or tax obligations, as well as certain criminal offenses and illegal use or possession of drugs.

The physical worksite for this position is located in the list of duty locations stated above. However, the ITA is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when ITA moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.

  • Basic knowledge of the dynamics of international commerce, including export/import processes, foreign direct investment promotion, trade finance practices, U.S. and foreign statutory and regulatory provisions, tariff and non-tariff trade barriers, and agreements.
  • Basic knowledge of the roles, responsibilities, and programs of exporters, reverse trade missions, trade-related government agencies, and international organizations.
  • Ability to use technologies, such as computers, automated systems, databases, multimedia communication, and networking tools to achieve mission objectives. Technical abilities sufficient to utilize automated client contact and reporting systems, update and produce data reports, and maintain the organization's digital, marketing, and global communication platforms.
