Help

The selectee serves as a Supervisory Marine Information Specialist and is responsible for the execution and coordination of a broad range of waterways management functions to include the management, development, operation and administration of the aids to navigation (ATON) system used by all types of vessels on the navigable waters of the United States within the 5th District's area of responsibility (AOR).

Being a Coast Guard civilian makes you a valuable member of the Coast Guard team. Typical work assignments include:

  • Supervising seven full-time civilian employees performing work at the GS-7 to GS-13 levels; directs and supervises part-time, intermittent, or temporary hires.
  • Establishing guidelines and performance expectations for staff members, which are clearly communicated through the formal employee performance management system.
  • Ensuring subordinates are trained and fully comply with the provisions of applicable laws, regulations, policies, and directives.
  • Participating in the supervision and overall administration of the Fifth District operating units assigned ATON duties (eight cutters, three construction tenders, and four Sectors with 11 ATON teams and 29 ATON boats).
  • Reviewing existing waterways agreements with other state and Federal agencies to ensure that agreements are correct and reflect existing conditions.

Qualifications

Undergraduate and Graduate Education: Major study -- navigation, mathematics, physics, astronomy, geography, meteorology, engineering, cartography, or other subjects related to aeronautical or marine navigation and operations.

Graduation from the United States Naval, Air Force, Coast Guard, or Merchant Marine academies, or from one of the State maritime academies meets the undergraduate education requirements.

OR

GS-13: Applicants must have one year of specialized   experience equivalent to the GS-12 level in the Federal sector.  Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work. Examples of specialized experience include:  Providing high level technical navigational advice to other specialists, representatives of other agencies, and/or to the public; collaborating with others to develop technical criteria for aids to navigation (ATON);  training others on local aids to navigation policies and technical aspects of waterway analysis; providing technical advice on navigational aids and waterways management.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

  • Knowledge of shipboard operations and maritime equipment for both coastal and river aids to navigation vessels.
  • Ability to supervise subordinates.
