The Internship Program provides high school, vocational, technical, undergraduate, and graduate students, who are enrolled in or accepted for enrollment in a qualifying education institution, with paid opportunities to work either part- or full-time in agencies and explore career paths related to their academic fields of study or career interests. Interns must meet the definition of student throughout the duration of their appointment (5 CFR §362.203(b)) and can be appointed at any grade level for which they qualify. Interns who successfully complete the program requirements may be eligible for non-competitive conversion to a term or permanent position in the competitive service.

These positions are in the Office of Audit Services (OAS), in OIG/HHS. OAS examines the performance of HHS programs and/or HHS grantees and contractors in implementing their responsibilities and provides independent assessments of HHS programs and operations. These assessments help reduce waste, abuse, and mismanagement and promote economy and efficiency throughout HHS. OAS conducts audits using its own resources and oversees audit work done by others. It conducts its work in accordance with Government Auditing Standards issued by the Comptroller General of the United States; the Single Audit Act Amendments of 1996; applicable Office of Management and Budget circulars; and other legal, regulatory, and administrative requirements.

Duties include but not limited to:
  • Learning and applying knowledge of the concepts and principles of accounting and, as required, auditing or examinations sufficient to do entry-level work designed to meet developmental objectives.
  • Serving as a trainee and perform various developmental audit related duties and responsibilities as assigned.
  • Participating in an audit team approach, in assisting auditors, in the conduct of work, involving systematic examination and appraisal of financial records and practices, affecting or reflecting the financial condition and operating results, of an activity within the Department.
  • Conducting activities related to the detection of fraud, waste, and abuse.

Vaccination Mandate:

  • In accordance with Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law. If selected, you will be required to submit proof of vaccination by November 22, 2021 or before your entrance on duty if you are selected after the compliance date. Your HR Consultant will provide a list of documents acceptable as proof of vaccination and instructions for how to submit a request for a legally required exception, if needed, to comply with vaccination requirement.
Expanded/Maximum telework Posture:
  • Due to COVID-19, the agency is currently in a maximum telework posture. If selected, you may be expected to telework upon your appointment. As employees are permitted to return to the office, you may be required to report to the duty station listed on this announcement, even if your home/temporary telework site is located outside the local commuting area. Your position may be eligible for workplace flexibilities which may include remote work or telework options, and/or flexible work scheduling. These flexibilities may be requested in accordance with the HHS Workplace Flexibilities policy.

Positive Education Requirement: This position has a position education requirement, as indicated below. A complete transcript showing relevant coursework and degrees must be submitted with your application package. A list of completed courses or incomplete transcripts will not be accepted.

Minimum Qualification:

To qualify for the GS-04 grade level, the applicant must:
  • Have graduated from high school and successfully completed at least two full years of post-high school education
OR
  • Have an associate's degree.
Note: One year of full-time academic study is defined as 30 semester hours, 45 quarter hours, or the equivalent in a college or university.


Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Your resume should include the dates of all qualifying experience (from month/year to month/year) and the number of hours worked/volunteered per week.

These positions are for current students enrolled or accepted for enrollment at a qualifying academic institution and pursuing an accounting degree or a degree in a related field (i.e. business administration, finance, or public administration) which will/is supplemented by at least 24 semester hours in accounting. (The 24 hours may include up to 6 hours of credit in business law).

Program Completion and Conversion:
All Interns are eligible for conversion to a term or permanent position in the competitive service if the Intern meets the following requirements:
- Complete at least 640 hours of work experience acquired through the Internship Program
- Complete their degree or certificate requirements
- Meet the qualification standards for the position to which the Intern will be converted
- Meet agency-specific requirements as specified in the Participant's Agreement, and
- Perform their job successfully.

At the discretion of OIG, we may credit or waive, for conversion eligibility, up to 320 of the required 640 hours of work for Interns who demonstrate high potential as evidenced by outstanding academic achievement and exceptional job performance. In addition, students working in agencies through third-party intern providers may count up to 320 of the hours they work toward the 640-hour requirement. Time spent under previous Internship Program appointments may count towards required work experience hours.

This is an excepted service appointment under the OIG Pathways Internship Program. After the Intern successfully completes the developmental program and meets the OPM Qualification Standards for an Auditor, OIG may non-competitively convert the Intern to a term or permanent appointment in the competitive service. This position has no known promotion potential. This position may have the flexibility for a full-time or part-time work schedule.

Note: Conversion is not guaranteed nor an entitlement and is based on the needs of OIG. To be eligible for conversion to an Auditor GS-511, the intern must meet the positive education requirements, described below. Upon conversion the Auditor, GS-511 has known promotion potential to the GS-13 grade level.
