Help

The Photographer position is located at the VAMC, Hines, IL in the Surgery Service Line, Ophthalmology Section. The position consists of two different but closely related responsibilities 1:) Acquiring ophthalmic, medical and other necessary images and processing same either by chemical or digital means using specialized camera and optical systems, and 2) Coordinating a network program with imagers acquiring images an optometrist/ophthalmologist reading same, ensuring quality and timeliness with the processes and measuring/reporting outcomes.

Ophthalmic Photographer 50%

Acquires images of both the anterior and posterior eye using specialized camera an optical systems such as fundus cameras, slit-lamp cameras and optical coherence tomography (OCT) units. Additional medical photography using standard photographic systems and specialized photomicrography systems may also be required. Chemical and/or digital processing of images for patient documentation, education and publication is required. Requires imaging during retinal angiography, the injection of certain dyes to visualize the retinal vasculature.

Tele-Retinal Screening Program Coordinator 50%

Responsible for the VISN 12 Tele-Retinal Screening Program's implementation and continuing operation. Maintains a constant communication with Tele-Retinal imagers, readers and other medical center personnel throughout VISN 12 to resolve problems an guarantee the success and efficient operation of the program, conducting site visits and providing continuing education opportunities. Reports to the VISN 12 point of contact and the VHA Office of Care Coordination and responds to data requests and actions items related to the Tele-Retinal screening program.

Maintains workload credit for Tele-Retinal imagers, evaluating and working to ensure image acquisitions quality at each acquisition site, supporting the activities of acquisition and reading sites by: interacting with Ocular Training Center in Boston to coordinate and/or provide training to imaging staff; conducting annual site visits to each imaging facility to consult on primary care coordination; responding to imaging problems and issues at each site; ensuring continuing education via Outlook and VISN videoconferencing to consult on Tele-Retinal imaging issues and problems; and ensuring proper workflow practices are in place throughout the VISN: and promoting and publicizing the Tele-Retinal screening program to national and VISN clinical/administrative staff via live and poster presentation and written articles.

Works with Office of Care Coordination personnel to develop, maintain and report outcome, data such: number of patients imaged by site and FTEE, the number of images/ patients read, the number of inadequate images (and why), list of diagnoses other than diabetic retinopathy found. etc. Performs other duties as assigned.

Coordinating with IT/BioMed and vendors when instruments are not working, trouble shooting and working to get equipment and software operational.
Training and participating in educational activities for technician, students, and residents, as well as supporting research projects.

Qualifications

Required a comprehensive knowledge of a wide range of specialized photography/image acquisitions equipment, techniques and processes to develop, modify or adapt equipment and procedures to meet new requirements or to perform assignments involving unusual or unprecedented situation that require photographic treatment.

Knowledge of the Physical and chemical properties of a variety of films, filters and specialized developing agents to manipulate the photographic process according o the needs of any given assignment. Applies skill in lighting and darkroom techniques when required for the needs of any given assignment

Knowledge of Ophthalmic camera operations and, when applicable, software for photography/image acquisition of necessary views of the external eye, cornea an sclera, lens, uveal tract and internal views of eh vitreous body, optic nerve and choroid. Applies knowledge of optical coherence tomography (OCT) system to acquire various digital images of the retinal and optic nerve head and performs appropriate analyses of these images.

Knowledge of normal ocular anatomy and the common ocular pathologies associated with diabetes, glaucoma and aging such as diabetic retinopathy, optic nerve head maladies, macular edema and macular degeneration and cataracts to identify all appropriate fields for photography/ image acquisitions.

Knowledge of retinal angiography, the injection of certain dyes to visualize the internal retinal circulation. The injections will be performed by an appropriately credentialed and privileged provider; however the photographer must have experience in the rapid acquisition of images and possible side effects of the medications. Certification for retinal angiography is high desirable.

GS-11:
Specialized Experience: Applicants must have one (1) full year of specialized experience comparable in scope and responsibility to the GS-09 grade level in the Federal service (obtained either in the private or public sectors) performing the following: (1) applying appropriate learning theories, principles and methods that are in alignment with strategic plans; (2) developing strategies and/or plans for employee training and development programs and practices; (3) undertaking systematic studies to determine immediate and long-range training needs. (Note: Your resume must support your response).

Education: Successful completion of a Ph.D. or equivalent doctoral degree or 3 full years of progressively higher-level graduate education leading to a doctoral degree or LL.M. if related in such fields as Human Resources Management, Business Administration, or any other similar degree for which such education demonstrates the knowledge, skills, and abilities necessary to do the work of this position.(NOTE: You must submit a copy of your transcripts with your application).

Combination: Successful completion of specialized experience directly related to the position and progressively higher-level post graduate education leading to a doctoral degree and the combination is equivalent to the total requirement of this position. TIME-IN-GRADE REQUIREMENTS: Merit promotion applicants must meet applicable time-in-grade requirements to be considered eligible. One year at the GS-09 is required to meet the time-in-grade requirements for the GS-11 level. (Must submit your SF-50 that shows Time-in-Grade eligibility and reflects your title, series, and grade. No award SF-50 will be accepted).

Any individual who is currently holding, or has held within the previous 52 weeks, a General Schedule position under non-temporary appointment in the competitive or excepted service, must meet time-in-grade requirements (must have served 52 weeks at the next lower grade or equivalent in the Federal service). Time-in-grade requirements must be met by the closing date of this announcement.
