Summary

You will serve as the AOD Forward Operating Location Site Manager at El Paso Airport in the JSC Aircraft Operations, Maintenance & Quality Assurance Branch. You will be responsible for quality related oversight in support of Space Flight Readiness Training, Science Flights, and Oversized Equipment Transport. In addition to QA functions, you are responsible for facility management and coordination with various government agencies that operate in and around the airport.

Help
  • Forward Operations Location site manager with oversight on JSC Environmental and Occupational Health requirements and facilities.
  • Verifies that products offered to NASA comply with contractual requirements before they are accepted.
  • Conducts audits of products and processes for conformance to specifications and to detect processing and technical documentation deficiencies recommending corrective action.
  • Participates in fact-finding and negotiation of contracts and contract changes to ensure reasonable and proper level of contractor quality efforts are established.
  • Develops and or supports government mandatory inspection point (GMIP) requirements to ensure contract quality maintains the required standard levels for operations.
  • Develops and supports quality surveillance plans.
  • Communicate findings and recommendations through written and verbal briefings across departments to Branch and Division Chief.
  • Evaluates the implementation and effectiveness of the contractor's quality or inspection system and reports on those findings (verbally/written) to the Branch or Division Chief.
  • NASA liaison with the city of El Paso on all things involving a Forward Operations Location on a commercial airfield.

Qualifications

You must have one year of specialized experience equivalent to the next lower grade, which has equipped you with the particular competencies needed to successfully perform the duties of the position described above.

To qualify for GS-14, you must have one year of directly related specialized experience equivalent to the GS-13 level with aircraft quality, maintenance, and logistics; serving as a Contract Officer Representative (COR) and communicating with NASA aircraft program managers, contract officers, and procurement offices; experience with the NASA Aviation Safety program; airport/NASA badging procedures, equipment/property management; and serving as facility manager for NASA buildings.
