The following are the duties of this position at the full working level. If you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and will receive training to help you grow in this position.

As an Individual Taxpayer Advisory Specialist (ITAS) you will be responsible for providing customer assistance and resolving account and notice issues for Wage and Investment customers. In this role, you will have the opportunity to examine returns involving customers whose principle source of income are from salary wages, dividends, and investments as well as answer tax law questions, and eventually work to resolve complex account and notice issues. You will be responsible for resolving taxpayer account, payment, filing and notice issues, and facilitating the resolution of some examination and collection issues. In this critical role, you will also serve to educate taxpayers and promote voluntary compliance. As an Individual Taxpayer Advisory Specialist you will: - Advise taxpayers in meeting their Federal Tax obligations; Provide taxpayer assistance on tax law inquiries, filing requirements, status and web base filing. - Perform research, analysis, and necessary computations, to recommend adjustments to customer's accounts. - Address complex issues such as determination of active/passive loss, i.e., active participation issues or applicability of at-risk rules. - Provide technical tax law advice on newly enacted legislation, complex tax law issues, referrals, changes in regulations and policies.

- The salary range indicated in this announcement reflects the minimum locality pay up to maximum locality pay for all duty locations listed. The range will be adjusted for selected duty location. General Schedule locality pay tables may be found under Salaries & Wages.
- This is a bargaining unit position.
- Tour of Duty: Monday-Friday; 8:00AM - 4:30PM
- Alternative work schedule, staggered work hours or telework may be available.
- If you are in a telework eligible position, you may be directed to temporarily telework on a full-time basis due to COVID 19. Employees must be within a 150-mile radius of their official assigned post-of-duty (POD) while in a telework status. Once normal operations resume, employees may be directed back to the office to perform the duties of their position. Telework eligibility does not guarantee telework; employees must meet and sustain IRS telework eligibility requirements and supervisor's approval to participate in the IRS Telework Program. As a reminder - If you are selected for a position, you are responsible for reporting to your designated POD (location) on the negotiated start date or as directed by management.

- A 1-year probationary period is required.
- Have your salary sent to a financial institution of your choice by Direct Deposit/Electronic Funds Transfer.
- Must successfully complete a background investigation, including a FBI criminal history record check (fingerprint check).
- Complete a Declaration for Federal Employment to determine your suitability for Federal employment, at the time requested by the agency.

- The employment of any candidate, including a current employee or a new hire, selected for this position may be conditional upon classification and/or audit of federal tax returns. This audit may include up to 2 years of returns.

Qualifications

You must meet the following requirements by the closing date of this announcement:

GS-05: You must have three years of general experience one year of which was at a level of difficulty and responsibility equivalent to the GS-04 in the Federal Service. General experience for this position includes: Analyzing problems to identify significant factors; gathering pertinent data and recognizing solutions; planning and organizing work; and communicating effectively orally and in writing. Such experience may have been gained in administrative, professional, technical, investigative, or other responsible work. Other experiences that may provide evidence of the knowledge, skills, and abilities necessary to perform the duties of the position to be filled.
OR
You may substitute education for specialized experience as follows: 4-year course of study leading to a bachelor's degree from an accredited college or university.

GS-07: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-05 grade level in the Federal service. Specialized experience for this position includes: A knowledge of business practices, basic accounting principles, and Federal tax laws and regulations; and that required the ability to audit tax records, analyze systems and bookkeeping, use fact-finding techniques, and develop interpersonal skills.
OR
You may substitute education for specialized experience as follows: 1 year of graduate education in a field of study such as: business administration, finance, accounting, auditing, taxation, or other related fields. OR Superior Academic Achievement may be met by having a Bachelor's degree, with one of the following: A GPA of 2.95 or higher on a 4.0 scale for all completed undergraduate courses or those completed in the last 2 years of study, or a GPA of 3.45 or higher on a 4.0 scale for all courses in the major field of study or those courses in the major completed in the last 2 years of study, or rank in the upper one third of the class in the college, university, or major subdivision, or membership in a national honor society recognized by the Association of College Honor Societies.

GS-09: You must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-07 grade level in the Federal service. Specialized experience for this position includes: Knowledge of the Internal Revenue Code, regulations and administrative procedures related to the full range of personal, business, and other tax-related issues. Examples of qualifying experience include: Interpreting and applying rules and regulations; Interviewing others to elicit facts to identify and resolve problems; Communicating with others to elicit facts to identify and resolve complex problems; Analyzing financial documents, such as financial accounts, tax returns, financial statements, etc., to reconcile factual differences or to reconstruct missing facts, and; Deciding whether actions are in compliance with statutory provisions and/or procedural and policy requirements.
OR
You may substitute education for specialized experience as follows: a master's or equivalent graduate degree in a field of study such as: accounting, finance, or business administration. OR Two full years of progressively higher level graduate education leading to a graduate degree in a field of study such as: accounting, finance, business administration or public administration. OR LL.B. or J.D., if related

Grades 5 through 9: You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions.

- Federal experience is not required. The experience may have been gained in the public sector, private sector or Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis.
