This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. As such, all applicants who meet the OPM Public Health Program Specialist Series requirements and the minimum qualification requirements as stated in this announcement will be referred to hiring managers for further consideration.

MAJOR DUTIES

As a Supervisory Public Health Analyst, you serve as the Director of Office of Pharmacy Affairs. You supervise senior program managers who function as formal supervisors. In addition, you function as a subject matter expert on one or more major projects involving complex pharmacy issues.

Your major duties and responsibilities include:

  • Providing professional leadership by managing the development and implementation of initiatives that enhance the integrity and reliability of the 340B Program (Drug Pricing Program) and assuring compliance with the Program's guidelines by all constituent groups.
  • Directing and exercising national pharmacy leadership and direction in the development of policies, regulations, and budget relating to the 340B Program and the initiation and coordination of activities related to the drug supply chain, drug pricing, and disease state management services through pharmaceutical care.
  • Establishing and maintaining cooperative relationships with senior officials in Federal agencies, State and local government agencies, and public and private organizations interested in the 340B Program.
  • Representing the Agency in developing, interpreting, and applying policies and guidelines to establish HRSA's position on the 340B Program and legislative planning.
  • Serving as the principal advisor to the Administrator on all matters related to drug pricing, drug supply chain, and general pharmacy matters and providing pharmaceutical and technical guidance and consultation to program directors within HRSA, DHHS and state programs.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

  1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
  2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
  3. Knowledge of a specialized public health program.
  4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
  5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.
In addition to the above competencies, in order to qualify for this GS-15 position, your resume must clearly demonstrate that you have one full year of minimum qualifying experience comparable in difficulty and responsibility to at least the GS-14 level in the federal service.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

Examples of minimum qualifying experience equal to the GS-14 level include performing the following types of tasks on a regular and recurring basis:
  • Initiating, planning and implementing a public health program for stakeholders (e.g. safety-net hospitals/clinics; drug manufacturers) participating in drug pricing programs (e.g. 340B Program, Medicaid Drug Rebate Program).
OR
  • Leading public health policy development and analysis, regulation enforcement and compliance efforts on emerging public health issues and/or problems.
OR
  • Providing expert policy analysis on drug pricing or pharmaceutical distribution systems, including preparing recommendations in the form of summary reports or briefing papers and presentations on the results.
Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
