This Direct Hire recruitment is to fill positions based on a critical hiring need resulting from the outbreak and spread of the "Coronavirus Disease 2019" (COVID-19), which has caused a public health emergency. As such, all applicants who meet the OPM Public Health Program Specialist Series requirements and the minimum qualifying experience requirements stated in this announcement will be referred to hiring managers for further consideration.

This position is a mission critical occupation and is responsible for analyzing public health programs, policies and procedures to ensure that Health Resources and Services Administration meets its mission, goals and objectives.

Major Duties

HRSA programs provide equitable health care to people who are geographically isolated and economically or medically vulnerable. As a HRSA Public Health Analyst at the GS-12 and GS-13 levels, you implement public health programs by providing support to national, state, and/or local agencies and organizations in the development, extension, and improvement of their public health care systems and services.

Your duties and responsibilities include:

  • Providing leadership to agencies and organizations in the development, extension, and improvement of their health care systems, strategies, and services.
  • Analyzing and evaluating the effectiveness of program operations, including, but not limited to: researching information, generating reports, compiling data, designing limited studies, conducting surveys, and coordinating public health activities.
  • Planning, implementing, monitoring and evaluating content or projected public health programs to assess their success in achieving objectives for various initiatives.
  • Reviewing legislation in order to develop strategies and approaches for implementing programs, and prepares issue and policy papers; analyzing established public health policy and recommending related areas for improvement.
  • Conducting site visits as required.

QUALIFICATION REQUIREMENTS:

Basic Requirements for all Public Health Program Specialist Series, 0685 positions require that you demonstrate specialized experience in each of the following five competencies:

1. Knowledge of organizational, operational, and programmatic concepts and practices applied by public, private, or nonprofit agencies and organizations engaged in public health or other health-related activities.
2. Knowledge of the methods, processes, and techniques used to develop and deliver public health or health-related programs in State and local settings.
3. Knowledge of a specialized public health program.
4. Knowledge of, and skill in, the application of administrative or analytical methods and techniques necessary for working within the framework of a public health or related organization and carrying out specific program functions.
5. Skill in oral and written communications, gathering and conveying information, making oral presentations, and preparing reports, correspondence, and other written materials.

In addition to the above competencies, applicants must meet the minimum qualification requirements stated below.

MINIMUM QUALIFICATION REQUIREMENTS are defined as qualifications that an applicant must possess, at a minimum, to be eligible to participate in an assessment for hire or promotion under the competitive system, e.g., education, experience, and/or other requirements (e.g., licensure). Applicants who do not meet the minimum qualification requirements for the position receive no further consideration.

GS-12:

Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience that is comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

Examples of minimum qualifying experience equal to the GS-11 level include performing the following types of tasks on a regular and recurring basis:

  • Gathering quantitative and qualitive information on program effectiveness and compliance with State and local public health policies, regulations, and legislative requirements, including providing draft reports, briefings or summaries of findings.
AND
  • Providing technical assistance and guidance to internal and external stakeholders at the State and local level on public health policies, procedures and regulations.
GS-13:

Your resume must clearly demonstrate that you have one full year of the minimum qualifying experience that is comparable in difficulty and responsibility to at least the GS-12 level in the federal service.

Examples of minimum qualifying experience equal to the GS-12 level include performing the following types of tasks on a regular and recurring basis:
  • Collecting and interpreting quantitative and qualitative public health data, to create initiatives, strategies, and evaluation
    plans that enhance the effectiveness and compliance of State and local public health policies, regulations, and
    legislation.
AND
  • Leading technical assistance workgroups or technical assistance learning sessions, etc. for funding recipients or grantees at a State and local level to facilitate the promotion and enhancement of public health programs and initiatives.

Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

Vaccination Mandate:

In accordance with Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to exceptions that may be required by law.
