Under the general direction of the Support Services Division Chief, the RIMS for VBA facilities incumbent has oversight for the facility-wide Records Management Program.

Duties

Help
  • Elevate records management practices to facility management in accordance with policy.
  • Present results to facility leadership for corrective action.
  • Approve removal of documents marked for disposition in both the paper and electronic environment.
  • Provide ongoing training to all employees related to records management to conclude records information life cycle maintenance.
  • Educate business associates about the records management program.
  • Maintain oversight for the facility-wide Records Management program including electronic files containing sensitive information/data.
  • Function as the subject matter expert.
  • Manage the records information life cycle, maintenance, amendment, and disposition.
  • Provide administrative functions to the Support Services Division which includes the work study program, privacy awareness program, and Freedom of Information Act program.
  • Develop policies in accordance with VA federal policy, National Archives and Records Administration (NARA) and other applicable federal laws and regulations.
  • Conduct focused monitoring and auditing of records created and maintained by business lines.
  • Oversee Privacy and Freedom of Information Act Programs.
  • Conduct frequent spot checks to ensure compliance with station shredding policies.
  • Report problems and deficiencies in the records management program for corrective action.
  • Develop procedures in accordance with VA federal policy.

Specialized experience

GS-09: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-07) in Federal service. Specialized experience for this position is defined as: 1) Monitor and audit records created and maintained by business lines; 2) Maintain a thorough working knowledge of privacy policy and Freedom of Information Act (FOIA); 3) Ensure facility compliance with agency policy and other applicable federal laws and regulations for records management program; 4) Conduct frequent sampling and spot checks to ensure compliance with station shredding policies.


OR

Applicants may substitute education for the experience required at grade level GS-09: A master's or equivalent graduate degree, 2 full years (36 semester credit hours or the equivalent in quarter hours) of progressively higher level graduate education leading to such a degree , or LL.B. or J.D., if related.


Specialized experience:

GS-11: To qualify, applicants must have one year of specialized experience equivalent to at least the next lower grade level (GS-09) in Federal service. Specialized experience for this position is defined as: 1) Develop and implement policies and procedures in accordance with agency policy and applicable federal laws and regulations concerning records management; 2) Modernize records management functions by managing the transition of agency paper records to electronic records; 3) Utilize project management knowledge and skills to assist business lines in completion of records inventory and retrieval projects; 4) Train employees on the rules and regulations regarding records management and protection of sensitive information under the Privacy Act of 1974 and HIPPA.

Applicants may substitute education for the experience required at grade level GS-11: Three (3) full years of progressively higher level graduate education leading to a Ph.D. degree or a Ph.D. or equivalent Doctoral degree, or related LL.M.

OR

Applicants may also combine education and experience to qualify for GS 9 and 11. To meet this requirement, specialized experience and specific graduate education combined, must be equivalent to 100%. To compute, divide your total months of qualifying experience by 12. Then divide your semester hours of graduate education beyond two years by 18. Add the two percentages. The total percentage must equal at least 100% to qualify. Only graduate education in excess of the amount required for the next lower grade level may be used to qualify applicants for positions at grades GS-9 and GS-11.

Pandemic Telework Program: Due to COVID-19, the VA is currently in an expanded telework posture. Work Schedule: 8:00 AM - 4:30 PM. Alternate work schedules are available.

Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. The full performance level of this position is grade GS-11.

Physical Requirements: The work is sedentary. Typically the employee may sit comfortably to do the work. However, there may be some walking, standing, bending or carrying of light items such as papers and books. No special physical demands are required to perform the work. Receiving Service Credit for Earning Annual (Vacation) Leave: Federal employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee.
