The area of consideration for this position is all groups of qualified individuals within the civil service, Senior Executive Service (SES) reinstatement eligible, and SES Candidate Development Program certified graduates with noncompetitive eligibility. A person is considered to be in the civil service only if occupying a civil service position at the time of application.
This position reports to the Division Director. The Deputy Director Earth Science Division:
- Provides executive leadership and support to the Director in the overall guidance, strategy, focus advocacy, and budget for NASA's Earth Science Program.
- Provides daily management and technical support in fulfilling the Division Leadership's responsibilities for: planning, evaluating, and supporting the activities associated with ESD's highly complex suite of flight missions and its broad portfolio of scientific research.
- Develops detailed plans including schedule and resource requirements for the accomplishment of ESD objectives, and presents these to the ESD Director, the Associate Administrator of SMD, and other appropriate officials.
- Co-leads a division of approximately 80 people, including scientists, engineers, and administrative professionals who help plan and manage NASA's Earth Science Program, consistent with and leveraging interagency and international activities.
- Ensures representation on a wide range of domestic and international panels, Federal committees, and various other groups focusing on the scientific characterization of Earth's environment and the applications of delivering direct societal benefit.
- Provides programmatic leadership required to guide implementation of relevant activities and flight projects at the NASA Field Centers, other Government research laboratories, academia, and private industry.
- Manages the ESD organization at NASA Headquarters including selection of employees, assignment of duties, evaluation of employee performance, planning of employee training, and recommendation of awards, promotions, discipline, and adverse actions.
The individual selected will be required to file an 'Executive Branch Personnel Financial Disclosure Report (OGE-278) in accordance with the Ethics in Government Act of 1978.
Initial Senior Executive Service (SES) Career appointee is subject to a one-year probationary period.
Successful completion of a background investigation commensurate with the risk and sensitivity level of the position.

Qualifications
You must have the skill and ability to perform the duties described above as demonstrated by progressively responsible supervisory/leadership experience, normally obtained over several years by serving in positions at the GS-15 level or equivalent.
To meet the minimum qualification requirements for this position, you MUST address each Executive Core Qualification (ECQ) and Mandatory Technical Qualification (MTQ) separately. MTQ 1- Demonstrated experience executing end-to-end (includes all phases of development) space flight mission development including design, program/project management, and oversight in complex environments; involving multiple international, commercial, governmental and community collaborators and stakeholders.
Education
