Duties

Help
  • Develop complex contractual strategies and provides warranted authority to enter into contracts for acquisition of commodities such as major systems, commercial products, research and development utilizing sole source and competitive acquisitions.
  • Guide supporting contracting specialist in developing solicitations and implementing complex and unique acquisition techniques for both sole source and competitive acquisitions.
  • Serve as point of contact for all contractual actions and phases of the program including initial planning, requirements definition, cost and price analysis, negotiation, and administration.
  • Maintains a continuous up-to-date awareness of all aspects of procurement and contract administration. Analyzes and evaluates the effectiveness of the overall efforts against established objectives and schedules.
  • Serve as a leader/acquisition advisor in negotiations with unlimited warrant over contract specialists/contracting officers who hold lower-level warrants, and as senior level contracting officer for high dollar value/high visibility contract actions.
  • Perform Team Lead duties such as serving as a Contracting Officer with signatory authority to enter into contracts, conduct final contract review, cost/price analysis, negotiations, and provide administrative support for acquisition programs.

  • Position requires the incumbent to complete a Financial Disclosure Statement, OGE-450, Executive Branch Personnel Confidential Financial Disclosure Report upon entering the position and annually thereafter.
  • This position is a critical acquisition position (CAP), the incumbent must be a member of the Acquisition Corps at the time of permanent selection for the position unless a waiver is granted and submit a CAP service agreement, DD Form 2888.
  • Selectees must complete certification at Level III in the Acquisition Career Field Contracting within 24 months with an additional 12 months from the date of Entrance on Duty (EOD) up to a total of 36 months.
  • This position is subject to up to 10% travel.
  • Selectee must execute, as a condition of appointment, a written agreement to remain in Federal service in the position for at least three years.

In order to qualify, you must meet the education and/or experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Basic Requirement for Lead Contract Specialist: Degree: Bachelor's degree (or higher degree) from an accredited educational institution.OR Exemption: You are exempt from the education requirements above if(A) you are a current DoD employee, in any occupational series, who has served on or before September 30, 2000, as follows:

  1. Served as a GS/equivalent-1102 position or contracting officer position with authority to award or administer contracts above the SAT in any Federal agency, OR
  2. Served as a military member in a comparable military occupational specialty; OR

(B) you are a current member of the armed forces who occupied a position within an occupational specialty similar to the GS-1102 series on or before September 30, 2000.In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:
Specialized Experience: One year of specialized experience which includes: 1) Participating as lead negotiator for multi-disciplined Government negotiation teams; 2) developing negotiation strategies; 3) developing contractual strategy for acquisition programs; and 4) interpreting contracting/acquisition laws and policies. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (i.e., GS-13 or a Demonstration Project Pay band which is equivalent to GS-13 or above).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-13).
