This Deputy Assistant Administrator position is located in the Bureau for Resilience and Food Security (RFS) at the U.S. Agency for International Development (USAID) headquarters in Washington, DC.
This position serves as Deputy Assistant Administrator in USAID's Bureau for Resilience and Food Security's (RFS) Office of the Assistant to the Administrator (AtA/RFS). RFS's mission is to partner to advance inclusive agriculture-led growth, resilience, nutrition, and access to water and sanitation to accelerate and protect progress on the Journey to Self-Reliance.
The AtA/RFS oversees RFS staff and provides senior-level strategic guidance on resilience and food security issues to the Administrator of USAID, other Federal Departments and Agencies, and other stakeholders.
Has overall responsibility, as well as delegated authority, for the oversight and administration of broad, emerging, and/or critical Agency programs or operations in the area of resilience and food security. Primarily responsible for the direction and management of large-scale Agency programs and operations to efficiently achieve specified goals and objectives for RFS.
Develops, conceives, plans, and implements policies and guidelines affecting broad, emerging, and/or critical Agency programs in resilience and food security, including related technical areas. Provides expert advice and guidance in the formulation of all Agency policies pertaining to resilience and food security.
Must be able to obtain/maintain a Top Secret Clearance.
Position requires incumbent to file OGE-278, Executive Financial Disclosure.
May be required to serve a one-year probationary period.

As a basic requirement for entry into the Senior Executive Service (SES), applicants MUST possess progressively responsible leadership experience that is indicative of senior executive level managerial capability and directly related to the competencies outlined under the Executive Core Qualifications (ECQs) and Technical Qualifications (TQs) below. Typically, experience of this nature will have been gained at or above the GS-15 grade level in the Federal service, or its equivalent with state or local government, the private sector, or nongovernmental organizations. Applicants must provide detailed evidence of experience for each of the ECQs and TQs listed below. These ECQ and TQ statements will assist reviewing officials in determining the best qualified candidates to refer to the selecting official. Qualifications and experience determinations will be based only on the information you submit. This core qualification involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Core Competencies: Partnering, Political Savvy, and Influencing/Negotiating.

TECHNICAL QUALIFICATIONS - MANDATORY
You will be evaluated on the following Technical Qualifications:
TQ1 - Demonstrated executive/senior leadership experience administering Food Security, Nutrition, Resilience, Climate Change, and/or Water Security, Sanitation and Hygiene programs in developing countries, to include planning, designing, procuring, monitoring and evaluating. Experience also must demonstrate ability to oversee large dollar budget allocation processes and submissions that include responsibility for strategy articulation.
TQ2 - Demonstrated executive/senior leadership experience in developing, conceiving, planning policies in complex inter-agency and international environments in order to advance U.S. Government foreign policy objectives, in Food Security, Nutrition, Resilience, Climate Change, and Water Security, Sanitation and/or Hygiene. Experience should demonstrate success presenting and advancing resilience, food security, and/or water security, sanitation and hygiene, policies and initiatives, related to international development programs and issues, forging inter-agency collaboration, as well as engaging Congress, the press, and other domestic and/or international stakeholders.

You will be evaluated for this job based on how well you meet the qualifications above.
