Duties

Help

Duties for the Geographic Information System (GIS) position typically include but are not limited to the following:

  • Extracts and/or acquires geospatial information, derivative information, and other sources of information/data to facilitate spatial analysis, forecasting, visualization and modeling in order to increase resiliency and ensure the continuity of health care delivery.
  • Researches, designs, develops, or revises maps, charts, and related cartographic products, and photogrammetric and cartographic processing.
  • Serves as a key resource on highly critical and complex geospatial program initiatives, performing geospatial activities in operational areas such as collection, production, analysis, and dissemination.
  • Supports regional and national steady state GIS missions, including mitigation and preparedness efforts, and quickly transition to lifesaving and life-sustaining efforts within the response and recovery mission areas.
  • Creates, develops, and manages real-time situational awareness web maps, applications, and dashboards that support disaster operations, planning, and decision making.
  • Develops modeling and predictive analytics techniques to support disaster operations and planning.
  • Creates, develops, and manages real-time situational awareness web maps, applications, and dashboards that support disaster operations, planning, and decision making.
  • Generates custom cartographic products, maps, and graphics based on requirements.
  • Develops innovative approaches utilizing geospatial data for real-time disaster intelligence.
  • Develops and maintains strong collaborative relationships with preparedness and response partners internal and external to a department or agencies emergency management program.
  • Develops, updates, and maintains a program budget and/or oversees the preparation of periodic budget status reports.
  • Skill in preparing written reports, instructions, and briefings, such as developing, analyzing, reviewing, revising, and/or providing recommendations on draft policies, directives, standard operating procedures, reports, plans, Federal guidance, decision papers, acquisition plans, statements of objectives, statements of work, statutory documents, briefing materials, presentations, white papers, talking points, after-action reports, backgrounders, and reports for leadership, and/or other stakeholders
  • Utilizes knowledge of emergency management-related directives, regulations, policies, laws, standards and guidance include, but are not limited to National Security Strategy, Presidential Policy Directives, Homeland Security Presidential Directives, National Mitigation Framework, National Incident Management System, National Response Framework, and National Disaster Recovery Framework.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 11/12/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.

You may qualify based on your experience and as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to:
    • Conducting geospatial data management which involves data procurement and production, quality assurance to provide documentation of best practices and development of standard operating procedures.
    • Recommend strategies to strengthen an organization's response to incidents and emergencies.
    • Developing geospatial processing and spatial statistics using GIS software packages such as ArcGIS (ArcMap, ARCGIS Pro, Web mapping applications)
    • Collaborating with inter and intra agency partners to solve problems and viable options.
AND

This position has a Selective Placement Factor (SPF). A SPF is a job-related knowledge, skill or ability that is essential for satisfactory performance on the job. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities. Applicants wishing to receive credit for such experience must indicate clearly the nature of their duties and responsibilities in each position and the number of hours a week spent in such employment.

Physical Requirements: The work is sedentary during non-emergency situations. However, participation in field exercises and operational support missions may require strenuous physical activity to include carrying persons and equipment, walking long distances over difficult terrain, running, climbing, working long hours in primitive or arduous conditions, long periods of standing, and bending and stooping.

Receiving Service Credit or Earning Annual (Vacation) Leave: Federal Employees earn annual leave at a rate (4, 6 or 8 hours per pay period) which is based on the number of years they have served as a Federal employee. VA may offer newly-appointed Federal employee's credit for their job-related non-federal experience or active duty uniformed military service. This credited service can be used in determining the rate at which they earn annual leave. Such credit must be requested and approved prior to the appointment date and is not guaranteed.
