Summary

THIS IS A DIRECT HIRE ANNOUNCEMENT. Section 1109 of the National Defense Authorization Act Fiscal Year 2020 Public Law 116-92 amended Section 9905 of title 5, United States Code (U.S.C.) to streamline and simplify certain Department of Defense civilian Direct Hire Authorities to recruit and appoint qualified candidates directly to certain positions in the competitive service in the Department of Defense.

Help
  • You will serve as a Interdisciplinary Physical Scientist/ Oceanographer within the Survey Support Group, Naval Oceanography Office in NAVOCEANO BAY ST LOUIS.
  • The incumbent will assist the Director in survey manning and survey planning task.
  • Assist with planning representatives regarding the writing, review, and archival of Survey Technical Specifications.
  • Assist to approve the efficiency and effectiveness of the survey technical specifications review process.

  • Shipboard work is sedentary; however , it does require agility and stamina when embarking, debarking, and during extended survey periods at-sea.
  • May require to independently lift up to 50 lbs.
  • Incumbent should not be prone to motion sickness..
  • Travel aboard ships, small boats, aircrafts, and detached parties ashore will be required.
  • You will be required to obtain and maintain an interim and/or final security clearance prior to entrance on duty. Failure to obtain and maintain the required level of clearance may result in the withdrawal of a job offer or removal.
  • You will be required to successfully complete a pre-appointment physical examination.
  • This position is eligible for part time, full time or ad-hoc telework at the discretion of management.

Qualifications

SPECIALIZED EXPERIENCE FOR THE GS-07 Interdisciplinary Physical Scientist or Oceanographer: In order to qualify for this position, your resume must demonstrate at least one year of specialized experience at or equivalent to the GS-05 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to perform successfully the duties of the position such as:

  • Interpreted principles, theories, practices and established methodology of physical science.
  • Demonstrated surveying with use of surveying procedures and the use if surveying equipment.
  • Prepared presentation materials both technical and non-technical and the ability to clearly project materials orally and in writing.
OR

SUBSTITUTION OF EDUCATION FOR EXPERIENCE : Applicants may substitute the following education for the required experience, provided it demonstrates the knowledge, skills and abilities necessary to do the work of the position: 1 year of graduate-level education or superior academic achievement. (Transcripts must be provided.)

In addition to the Specialized Experience, applicants must meet the following positive education qualifications requirements of the Office of Personnel Management (OPM) Qualifications Standards Manual: Applicants must possess.

General Physical Science Series, 1301
Basic Education Requirements:

A. Degree: physical science, engineering, or mathematics that included 24 semester hours in physical science and/or related engineering science such as mechanics, dynamics, properties of materials, and electronics.
or
B .Combination of education and experience -- education equivalent to one of the majors shown in A above that included at least 24 semester hours in physical science and/or related engineering science, plus appropriate experience or additional education.

Oceanography Series, 1360
Basic Education Requirements:

A. Degree: major study of at least 24 semester hours in oceanography or a related discipline such as physics, meteorology, geophysics, mathematics, chemistry, engineering, geology, or biology, plus 20 additional semester hours in any combination of oceanography, physics, geophysics, chemistry, mathematics, meteorology, computer science, and engineering sciences.

B. Combination of education and experience -- course work as shown in A above, plus appropriate experience or additional education.
