Duties

Help
  • Researching and evaluating organizations to understand systemic problems and impact on goals in the organization. Reviewing programs and making recommendations to improve problem areas.
  • Identifying approaches (or interventions) to improve effectiveness of organizations and individuals. Evaluating the ongoing effectiveness of previous intervention results and plans.
  • Educating and training DoD OIG employees in conflict resolution techniques to amicably resolve issues.
  • Serving as an impartial and confidential resource, facilitator, mediator, and consultant in dispute resolution practices for all DoD OIG employees.
  • Providing trend analysis, organizational and/or environmental situational analysis, recommending intervention strategies to improve outcomes, and guiding the implementation of actions to improve organization effectiveness.
  • Conducting organizational climate surveys to identify effective workplace practices and areas for improvement.
  • Coaching OIG personnel to successfully implement and practice conflict management techniques.
  • Acting as a senior advisor to the DoD OIG Employee Engagement Council.

  • Must be a U.S. Citizen.
  • Position has been designated as Noncritical Sensitive. Incumbent is required to obtain and maintain a Secret security clearance.

  • Incumbent is required to submit to urinalysis to screen for illegal drug use prior to appointment and is subject to random drug testing for the duration of service with DoD OIG.
  • Current DoD civilian employees are not required to submit to drug testing if moving from one Testing Designated Position (TDP) to another with no break in service, unless deemed appropriate on a case-by-case basis.
  • The incumbent must adhere to the DoD Standards of Conduct.

Qualifications

Applicants must demonstrate that they meet Time-In Grade requirements as well as Specialized Experience as noted below.

For entry at the GS-14 level, status applicants must have served 52 weeks as a GS-13 or equivalent or higher grade in the Federal Service.

One year of specialized experience equivalent in level of difficulty and responsibility to that of the next lower grade (GS-13) or equivalent within the Federal service, which demonstrates the ability to perform the duties of the position, is required. Specialized experience is defined as: service that includes identifying approaches or interventions to improve working relationships within an organization; working with internal customers to resolve employee complaints and concerns in a fair and timely manner; performing climate assessments; facilitating, negotiating, and mediating; educating and training employees in proactive conflict resolution techniques to amicably resolve issues; using mediation techniques to improve communication between employees, to further understanding of different perspectives, and to guide parties towards mutual agreement.

Paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social) is qualifying experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates to paid employment. You will receive credit for all qualifying experience.

Qualification and time-in-grade requirements must be met by the closing date of this announcement. Applicants who have held a non-temporary General Schedule (GS) position within the last 52 weeks must meet the time-in-grade restriction.

Education

There is no substitution of education for the qualifying experienceat the GS-14 grade level.
