Duties

This position is located within the Department of the Interior, Office of the Secretary, Assistant Secretary Insular and International Affairs, Office of Insular Affairs, Policy Division, in Washington, DC.

The office is responsible for coordinating federal policy with respect to the U.S. insular areas of American Samoa, Guam, The U.S. Virgin Islands, and the Commonwealth of the Northern Marina Islands, and administering and overseeing U.S. federal assistance provided to Freely Associated States of the Federated States of Micronesia, the Republic of the Marshall Island, and the Republic of Palau under the Compacts of Free Association. The mission of the office is to foster economic opportunities, promote government efficiency, and improve the quality of life for the people of the insular areas.

The incumbent serves as the Legislative Affairs Specialist. The individual works closely with the Policy Division Director, the Director of the Office of Insular Affairs (OIA) and the Assistant Secretary for Insular Areas. The incumbent serves as primary point of contact for legislative matters.

At the full performance level (GS-14) the major duties of this position include, but are not limited to the following:

  1. Completes complex special studies or surveys of problems, projects, or program implementation as they relate to Congressional and legislative affairs and activities.
  2. Coordinates assigned program activities related to Congressional and legislative initiatives to ensure compliance with the Administration's policies. Develops effective operational relationships within the Department and with Members of Congress and their staffs to ensure that policy development is coordinated with departmental bureaus and offices, other executive agencies, congressional offices, public interest groups, state and local governments.
  3. Keeps the supervisor informed of day-to-day activities which may develop into problems of a controversial nature and which are likely to necessitate the issuance of a policy directive or possibly a public statement.
  4. Provides interface with top departmental program and staff officials to assure that matters and projects assigned for development at subordinate levels receive the depth of review and coordination essential to meet the Secretary's objectives.
  5. Interviews and conducts conferences with top-level officials in the Department, other Federal agencies, and on the Hill to develop needed information and to coordinate policy positions and possibly to draft special materials for the White House as well as testimony and reports for congress.
  6. Performs personal contact public relations work, often of an extremely delicate nature, requiring a high degree of tact and diplomacy with Members of Congress and their staffs.
This position will require the incumbent to travel internationally dependent on work assignments.

This position requires a National Security clearance. You must be able to obtain and hold a security clearance for the duration of your appointment.

Qualifications

Minimum Qualification Requirements:
To qualify for this position, you must meet the Specialized Experience for the grade to which you are applying.

Specialized Experience
To qualify for the GS-12, you must possess at least one full year of specialized experience equivalent to at least the GS-11 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (Must Meet All)
1. drafting written products to convey information concerning Insular Area issues to senior management including top agency/organization officials or congressional staff; AND
2. tracking and analyzing congressional and legislative proposals in relation to Insular Area issues; AND
3. facilitating reoccurring meetings between policy makers and members of Congress, preparing briefing materials, including gathering information prior to meetings from congressional offices and agency or organizational representatives.

To qualify for the GS-13, you must possess at least one full year of specialized experience equivalent to at least the GS-12 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: (Must Meet All)
1. developing written products to convey complex information concerning Insular Area issues to senior management including top agency/organization officials or congressional staff; AND
2. reviewing and analyzing legislative proposals in relation to Insular Area issues to determine impact on policies or programs; AND
3. collaborating with congressional staff, senior officials of Federal agencies and/or interest groups on sensitive and controversial issues in relation to Insular Areas to ensure an organizations or agency's views are represented and considered.
