This is a BARGAINING unit position.

As required by Executive Order 14043, Federal employees are required to be fully vaccinated against COVID-19 regardless of the employee’s duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law.  If selected, you will be required to be vaccinated against COVID-19 and submit documentation of proof of vaccination by November 22, 2021, or before appointment or onboarding with the Census Bureau, if after November 22. The Census Bureau will provide additional information regarding what information or documentation is required and how you can request a legally required exception, upon request.

Due to COVID-19, the Census Bureau is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 30 calendar days.  At that time, you may be eligible to request to continue to telework one or more days a pay period consistent with the Census Bureau's telework policy and approval from your supervisor.  

Qualifications

Minimum Education Requirement:

A. Degree: cartography; or a major that included or was supplemented by at least 30 semester hours in cartography and/or directly related science, and related mathematics. Such course work includes, but is not limited to, cartography, astronomy, geodesy, photogrammetry, physical and geological oceanography, computer science, land surveying, geophysics, physical geography, and remote sensing. The 30 semester hours must have included at least 6, but no more than 15, semester hours of college level, non-business mathematics or statistics,

OR

B. an equivalent combination of education and experience which includes courses equivalent to a major in cartography, or a major that included or was supplemented by at least 30 semester hours in cartography, and/or directly related science, and related mathematics, plus appropriate experience or additional education.  NOTE: To show proof of meeting the Basic Entry Requirements, all applicants MUST submit a copy of their college transcripts. See the Required Documents section for more information. GRADE LEVEL REQUIREMENTS: In addition to meeting the Basic Entry Requirements, applicants must have the experience or education listed below or a combination of both.

Specialized Experience: For the GS-09, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-07 in the Federal service.

Experience for this position includes: Experience designing reference maps and/or thematic maps and web map applications, Experience designing a process and/or system flow to create maps and/or cartographic products. Experience using Geographic Information Systems and/or computer mapping commercial software applications, for producing cartographic applications, maps, and geoprocessing workflows. Experience editing and developing scripts or software with programming languages such as C, C++, Visual Basic, PERL, Java, Python, C#, HTML, JavaScript, .NET and PL/SQL.

This work experience would have involved following established methods and procedures, or detailed instructions; using some judgment in applying basic principles and procedures and would have required a good general working knowledge of the principles and the theories of cartography. **OR a combination of successfully completed progressive graduate level education as described above that is beyond the first year of graduate study and professional experience, as described above.

OR

EDUCATION: Master's or equivalent graduate degree or two full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities necessary to perform the work of a cartographer.

Specialized Experience: For the GS-11, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-09 in the Federal service.

Experience for this position includes: Experience soliciting and determining an effective map product design based on customer requirements. Experience designing reference maps and/or thematic maps and web map applications. Experience designing a process and/or system flow to create maps and/or cartographic products. Experience using Geographic Information Systems and/or computer mapping commercial software applications, for producing cartographic applications, maps, and geoprocessing workflows. Experience editing and developing scripts or software with programming languages such as C, C++, Visual Basic, PERL, Java, Python, C#, HTML, JavaScript, .NET and PL/SQL.

This work would have required the individual to select and make minor adaptations to procedures and accepted practices and handle unexpected conditions arising in the normal course of the work. At this level, cartographers have a sound working knowledge of the principles of cartography and the ability to independently perform moderately difficult and responsible scientific work. **OR a combination of successfully completed graduate level education as described above that is beyond the second year of progressive graduate study and professional experience, as described above.

EDUCATION:  Ph.D. or equivalent doctoral degree OR 3 full years of progressively higher-level graduate education leading to such a degree that provided you with the knowledge, skills, and abilities to perform the work of a cartographer.

Specialized Experience: For the GS-12, you must have one year of experience at a level of difficulty and responsibility equivalent to the GS-11 in the Federal service.

Experience for this position includes: Experience soliciting and determining an effective map product design based on customer requirements. Experience designing reference maps and/or thematic maps and web map applications. Experience designing a process and/or system flow to create maps and/or cartographic products. Experience using Geographic Information Systems and/or computer mapping commercial software applications, in producing cartographic applications, maps, and geoprocessing workflows. Experience editing and developing scripts or software with programming languages such as C, C++, Visual Basic, PERL, Java, Python, C#, HTML, JavaScript, .NET and PL/SQL. Experience preparing technical documentation or specifications describing detailed cartographic designs or processes and presenting a complex cartographic concept or design. 

At this level, cartographers have a very good knowledge of the principles of cartography and their application, and the ability to independently perform scientific work of considerable difficulty.

Education cannot be substituted for experience at this grade level.

NOTE: Equivalent combinations of education and experience are qualifying for all grade levels for which both education and experience are acceptable.

  • Knowledge of cartographic design principles and best practices for reference maps, thematic maps, web map applications, visualization of complex geospatial relationships, generalization, data display, and classification techniques
  • Skill using commercial Geographic Information Systems (GIS) software for mapping and geoprocessing.
  • Knowledge of system design principles for nation-based, enterprise-level cartographic production systems.
  • Skill evaluating customer requirements based on the map product’s intended use, audience, and expectations and communicating knowledge of cartography.
  • Skill Developing scripts or software using programming languages.
  • Knowledge of census geographic area types, characteristics, and relationships.
