This excepted service position is being filled under the provisions of the Pathways Internship Program which is designed to provide students enrolled in educational institutions, from high school to graduate level, with paid work opportunities. The program allows students to be exposed to the work of the Government through Federal internships while pursuing their degree. The internship also provides Federal managers a ready source of student employees and potential permanent employees upon completion of the program requirements.

This announcement is for a Non-NTE appointment, and upon successful completion of the internship program, you may be eligible for non-competitive conversion to a full-time permanent position.

This position is not a permanent telework position. Students will be expected to be in the office (located in Chicago, IL) in accordance with OIG guidance and mission requirements.


If selected for this Student Trainee (Policy Analyst) position with the Audit Division, you will gain access to invaluable work experience as part of a well-respected team that is responsible for conducting high-quality, independent, and objective audits of Department of Justice (DOJ) programs and operations that foster sound management practices, accountability, integrity, economy, and efficiency; and that help detect and deter waste, fraud, abuse, and misconduct throughout the DOJ. As a Student Trainee, you will actively participate in and assist teams in conducting audits, evaluations, and special reviews that address DOJ high-priority and sensitive subject areas. This position will also provide administrative support to the division. Formal and/or on-the-job training will be provided as needed. Duties will include, but are not limited to:

Assist audit teams that review DOJ programs and functional areas to assess compliance with applicable government standards, regulations, policies, and procedures.

Assist in conducting interviews, briefings, and presentations, and contribute to the writing of reports to be issued publicly.

Assist in identifying and recommending solutions to findings for improved procedures and internal controls to prevent waste, fraud, and abuse in operations and functions of mission critical programs.

Provide support and assist in studies of management techniques, processes, and styles and assist in assessing matters such as overall effectiveness and efficiency.

Assist in producing and/or presenting information and findings in a variety of formats, i.e., comprehensive reports, testimony, press releases, and other media.

Participate in analyzing program performance data to identify trends. Provide interpretations, both in writing and orally, of programmatic milestones, accomplishments, and utilization of resources required for effective management, operations, and decision making.

Research, document, and analyze information from files, the internet, general reference sources, and other diverse data sources.

Provide support and assist with cost effectiveness studies by collecting data and making computations. Meet with team members, line and program managers, supervisors, and customers to provide information on financial trends and resource changes that reduce life-cycle costs and optimize return on operating or administrative program assets.

Basic Qualifications:
Must be at least 16 years of age.
Must be enrolled or accepted for enrollment in a Technical or vocational school; 2-year or 4-year college or university, graduate or professional school; or at a qualifying educational institution on a half-time or full-time basis.
Must be in good academic standing with a cumulative GPA (grade point average) of 3.0 or better (must provide transcript and proof of enrollment/acceptance letter).
Must maintain enrollment/continue education throughout the duration of employment under the Pathways Program.

Minimum Qualifications: In addition to meeting the Basic Qualifications stated above, you must also meet the minimum qualifications for the appropriate grade level.

To qualify for the GS-7 level, you must have at least one (1) full year of specialized experience equivalent to the GS-05 level in the Federal Government. Specialized experience is defined as the ability to conduct research relevant to a project topic; analyze and interpret data; monitor and analyze issues and trends; identify solutions to audit findings; assist in the development of logical and well-supported findings with feasible recommendations for corrective actions to address identified problems; communicate findings and recommendations to others; and use various databases and analysis software to organize, analyze, and present information.

Substitution of education for specialized experience: One full academic year of progressively higher level graduate education, or Superior Academic Achievement (SAA), may be substituted to meet the specialized experience requirement. Equivalent combinations of successfully completed graduate level education and specialized experience may be used to meet total experience requirements.

Superior Academic Achievement: Superior academic achievement (SAA) recognizes individuals who have achieved superior academic standing. SAA is based on (1) class standing, (2) grade-point average, or (3) honor society membership. Class standing -- Applicants must be in the upper third of the graduating class in the college, university, or major subdivision, such as the College of Liberal Arts or the School of Business Administration, based on completed courses. Grade-point average (G.P.A.)-- Applicants must have a grade-point average of: a.3.0 or higher out of a possible 4.0 ("B" or better) as recorded on their official transcript, or as computed based on 4 years of education, or as computed based on courses completed during the final 2 years of the curriculum; or .3.5 or higher out of a possible 4.0 ("B+" or better) based on the average of the required courses completed in the major field or the required courses in the major field completed during the final 2 years of the curriculum.

To be eligible for conversion to the competitive service after completion of the program, an intern must:

  • -successfully complete an academic course of study as evidenced by a qualifying degree;
  • -complete a minimum of 640 hours of work experience under the Pathways Program;
  • -meet the OPM qualification standards for the position to which the intern is being converted;
  • -maintain acceptable performance under the Agency's approved performance management system; and receive a favorable recommendation for conversion from supervisor.
