OIG's Office of Investigations (OI) investigates potential crimes and civil violations of law involving VA programs and operations committed by VA employees, contractors, beneficiaries, and other individuals. These investigations focus on a wide range of matters including health care, procurement, benefits, education, construction, and other fraud; cybercrime and identity theft; bribery, embezzlement, and conflicts of interest; drug offenses; and violent crimes. OI is staffed by special agents, forensic auditors, and other specialized staff in headquarters divisions and regional field offices that use data analytics, cyber-tools, covert operations, and other strategies to detect and address conduct that poses a threat to or has harmed VA personnel, operations, and the veterans or other beneficiaries they serve. Through criminal prosecutions and civil monetary recoveries, OI's investigations promote integrity, patient safety, efficiency, and accountability within VA.

The incumbent serves as an Information Technology (IT) Specialist with the Department of Veterans Affairs (VA) Office of the Inspector General (OIG), Office of Investigations (OI), Investigative Data Systems and Analysis Division (IDSAD). This IT Specialist will perform a wide variety of Information System Technology duties to include working with the eDiscovery product currently being used by the IDSAD. The eDiscovery Platform collects data, to include emails, documents, text messages, and calendar meetings from multiple sources and applications to provide a seamless platform in which users can preserve the data integrity and chain of custody across the entire eDiscovery lifecycle.

As a/an IT Specialist, you will:

- Initiate, modify, and maintain Applications Programming functions.
- Plan, develop, and/or coordinate activities with the Director necessary to design, implement, and support operating systems through procurement and installation of appropriate systems software.
- Perform eDiscovery program management oversight; provide technical expertise in evaluating and monitoring the effectiveness, efficiency, and productivity of the program, and apply new ideas and solutions to previously unsolvable problems.
- Provide expert technical advice, guidance, and recommendations to management and other IT technical specialists on critical IT issues regarding the eDiscovery program. Coordinate short and long range plans and objectives related to the eDiscovery system, advising the Director on decision implication and impact on program utilization and plans for new IT developments and applications in conjunction with the eDiscovery tool.
- Utilize emerging technologies and their applications to improve the business processes of the eDiscovery tool. This will involve expert knowledge of IT security concepts, standards, and methods used to secure the processes within the Office of Investigations.

Conditions of Employment:

Qualifications

You must meet the following requirements within 30 days of the closing date of this announcement.

For the GS-13, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-12grade level in the Federal service.
Specialized experience for this position includes::
- Utilizing an electronic discovery (eDiscovery) software package to collect data; AND
- Evaluating, reviewing, and making recommendations on eDiscovery program use, including changes in response to new or emerging technologies; AND
- Applying IT principles, concepts, methods, standards, and practices in devising projects or plans.

In addition to meeting specialized experience, applicants must also show proficiency in 1) attention to detail, 2) customer service, 3) oral communication, and 4) problem solving.

In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-13, you must have been at the GS-12level for 52 weeks.

Time After Competitive Appointment: Candidates who are current Federal employees serving on a nontemporary competitive appointment must have served at least three months in that appointment.
