Duties

Help
  • Participate with the supervisor and provide information in support of the planning and executing of the long-range goals of the PGRU hemp germplasm project.
  • Including preserving, propagating, characterizing and distributing genetically-pure, disease-free seed or clones of cultivated and wild active germplasm collections.
  • Apply scientific findings, developments, conventional and contemporary tools and advances (e.g., molecular markers and other molecular, biochemical, and ?omics technologies) in hemp germplasm conservation to solve critical and complex problems.
  • Solve critical and complex problems such as preserving adequate genetic diversity, identifying genetic gaps, and evaluating accessions for correct identity, duplication, and potentially valuable traits in the collection
  • Oversee the selection and shipment of requested plant material in accordance with appropriate state, federal, and international laws.
  • Ability to plan, organize, and carry out conservation of plant genetic resources with responsibility for making observations, evaluations, and interpretation of data of diverse plant characteristics and genetic and genomic information.
  • As required, collect or acquire new genetic resources of hemp .
  • As appropriate, conduct and report research on genetic diversity, population genetic structure, systematics, taxonomy, plant biology, regeneration characteristics, hemp fiber, biomass, and biochemical characteristics, and nutritional quality.
  • Develop, modify, and characterize various core collections, mapping populations and diversity panels using field, greenhouse and laboratory techniques for regeneration, trait evaluation, and quality control and applies molecular and other techniques.
  • Participate in the recommendation and/or development alternative methods/ techniques to accomplish objectives especially where standard procedures do not apply with unadapted germplasm.
  • Search scientific literature and participates in scientific meetings, workshops, and conferences to implement the latest principles of plant genetic resource management.
  • Professional knowledge of the principles, concepts, practices and methods of genetics, genomics, plant breeding, horticulture, molecular biology and/or plant genetic resources .
  • Participate with the supervisor in the development of project objectives. As required, prepares progress reports and other documents.
  • Ability to recognize problems in applying phenotyping techniques and genomic technologies to genetic resource management and their scientific implications.
  • Facilitate the development, maintenance, and enhancement of information in the Germplasm Resources Information Network (GRIN)- Global database.
  • Ability to collect, organize, analyze and provide associated information to be included in appropriate reporting structures such as GRIN-Global and other databases.
  • Ability to use molecular markers and suitable genomic techniques to perform genetic and genomic analyses for genetic resources.
  • Ability to use computer software and data base systems, such as GRIN Global database, for storing and retrieving plant descriptor data, and evaluating the genetic diversity of the collection.
  • Ability to develop documentation and data management in support of the germplasm collection development and research.
  • Ability to develop technical reports and, as appropriate, document findings through peer reviewed and proceedings publications in scientific journals.

Qualifications

Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including specialized experience and/or education, as defined below.

Basic Requirements: Applicants must meet the basic requirements for at least one of the 3 series listed below in addition to the minimum qualifications.

Genetics Series, 0440:
Degree: genetics; or one of the basic biological sciences that included at least 9 semester hours in genetics.

OR

Graduate Education: Genetics, or a curriculum or pattern of training that placed major emphasis on genetics. Graduate study in related fields such as agronomy, horticulture, animal, dairy, or poultry husbandry, entomology, microbiology, plant pathology, chemistry, molecular and cellular biology, and physiology that involved cross-training in genetics is qualifying, provided it placed sufficient emphasis on genetics.

Evaluation of Education: Most students in the field take graduate work because specific training in genetics may be limited at the undergraduate level. Under these circumstances, it may be necessary to evaluate undergraduate course work in genetics in one of two ways, as described below, to determine whether or not it is qualifying.

  • Courses dealing with genetics, some phase of genetics, or specific techniques that are applied in genetics work are acceptable. This includes courses in genetics, plant or animal genetics, molecular and cellular biology, mathematics and statistics (as they apply to genetics), population dynamics, and certain techniques such as those dealing with irradiation
  • Course work consisting of an appropriate combination of basic courses in genetics and cytology or statistics are also acceptable.

Horticulture Series, 0437:
Degree: horticulture; or a related discipline of basic plant science that included at least 30 semester hours in the basic plant sciences, of which at least 16 semester hours were in horticultural subjects such as those dealing with the breeding, care, management, production, and post harvest handling of horticultural crops.

OR

Combination of education and experience: courses equivalent to a major in horticulture or a related discipline of basic plant science that included course work as shown above, plus appropriate experience or additional education.

Evaluation of Education: Courses in botany, plant physiology, plant taxonomy, plant pathology, genetics, agronomy, horticulture, and similar courses may be used to meet the 30-semester-hour requirement in basic plant sciences.
The 16-semester-hour requirement in horticulture includes course work in basic horticulture and course work related to any of the recognized subject-matter fields of horticulture, i.e., fruits, vegetables, ornamentals, nursery work, seed production, or course work in related areas of science, such as micro-biology, entomology, plant pathology, plant physiology, or genetics that is directly related to horticultural work.


Molecular Biologist Series, 401:
Degree: biological sciences, agriculture, natural resource management, chemistry, or related disciplines appropriate to the position.

OR

Combination of education and experience: Courses equivalent to a major, as shown above, plus appropriate experience or additional education.

AND

Specialized Experience: Specialized experience is experience directly related to the position to be filled. Specialized experience must be described for each grade level advertised. The specialized experience requirements for this position are:

GS-11:
Qualifying experience for GS-11 includes one year of specialized experience comparable to GS-09 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience participating in plant genetic research in a laboratory or field environment; and applying phenotyping techniques and genomic technologies to genetic resource management or trait improvement.

OR

Education Substitution: 3 years of progressively higher level graduate education leading to a Ph.D. degree or Ph.D. or equivalent doctoral degree, if directly related to the position. Related degrees may include: genetics, plant breeding, horticulture, and molecular biology.

OR

Combination of Education And Experience: A qualifying combination of education and specialized experience as described above.

GS-12:
Qualifying experience for GS-12 includes one year of specialized experience comparable to GS-11 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience participating in plant genetic research in a laboratory or field environment; applying phenotyping techniques and genomic technologies to genetic resource management or trait improvement; and working with internal and external stakeholders regarding plant genetic research or genetic resources management.

GS-13:
Qualifying experience for GS-13 includes one year of specialized experience comparable to GS-12 which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, specialized experience is experience leading plant genetic research in a laboratory or field environment; publishing results in appropriate journals for a public audience; applying phenotyping techniques and genomic technologies to genetic resource management and/or trait improvement; working with internal and external stakeholders regarding plant genetic research or genetic resources management; and provides scientific leadership in the area of plant genetic resources management and coordinates genetic resources research and management across multi-disciplinaries and groups.

Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.   • This position description addendum provides additional considerations and requirements related to position number (4N7437). This position is associated with research or genetic resource management which will involve access to a controlled substance. Per USDA Departmental Regulation DR4430-792-21, all USDA employees with access to controlled substances, such as hemp or other controlled substances, are subject to pre employment and periodic random drug testing.
  • USDA/ARS research, breeding, and/or genetic resource management which involve growing and/or propagating hemp are considered "hemp production" and are subject to either State hemp production regulations, or USDA/Agricultural Marketing Service regulations through applicable "hemp production plans." Compliance with U.S. Drug Enforcement Agency (DEA) regulations and guidance from line management and ARS Homeland Security are required for conducting such research or genetic resource management. ARS personnel who possess, or will possess, hemp for research, breeding, and/or germplasm management should first comply with the current overall ARS-wide and location-specific best management practices for conducting laboratory, greenhouse and/or field research. These include guidelines for properly acquiring, maintaining, and disposing of experimental materials; laboratory and field safety procedures, etc.
  • In addition, ARS staff should follow the appropriate steps for conducting hemp research, breeding, or genetic resource management. Importantly, all hemp substances with total tetrahydrocannabinol [THC] content greater than the acceptable hemp THC level as determined using gas or liquid chromatography with detection as the testing method shall be handled appropriately in accordance with the Controlled Substances Act and applicable regulations.
