Help

The primary duties of this position are

  • Serves as Area Manager overseeing the full range of water resource management and a wide array of related programs and activities assigned to the Klamath Basin Area Office
  • Keeps the Regional staff informed of significant developments and progress and assures area office understanding of Reclamation and Regional requirements.
  • Manages short and long-range planning activities that include multi-year work plans with a comprehensive knowledge of planning, programming, and budgeting regulations, guidelines, and processes.
  • Oversees operation and maintenance of the Klamath Project Reserved Works, including several dams, diversion structures, pumping plants, and water conveyance facilities.
  • Oversees the administration of an agricultural leasing program comprising 22,000 acres of land located within two National Wildlife Refuges.
  • Works with key stakeholders to negotiate settlement of water and land management issues with the KBAO area of responsibility.
  • Plans work to be accomplished by subordinates, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments

TIME IN GRADE: Current career or career-conditional employees of the Federal government, or former career or career-conditional employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower-grade, with few exceptions outlined in 5 CFR 300.603(b). Qualifications

GS-15: In order to qualify for the GS-15 grade level, your resume must reflect one year of specialized experience at/equivalent to the GS-14 grade level.

Specialized Experience for GS-15: that has equipped me with the particular knowledge, skills, and abilities to successfully perform the duties of the position. This experience is related to the work of the position and equivalent to at least the GS-14 level in the Federal service Work experience should be at the senior level and demonstrating most of the following: project and program development, planning, and budgeting; formulation and execution of comprehensive plans covering water resource activities; maintaining contact and collaborative working relationships with state, federal and local agencies in implementing water resources projects; providing counsel to higher organizational levels concerning sustainable water resource issues; and ability to lead and supervise a multi-discipline staff.

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Applicants will receive credit for all qualifying experience, including volunteer experience.

For evaluating the quality of candidates for referral to the selecting official, a three-phased process will be used.

Phase 1: Applicant resumes will be reviewed by Human Resources to ensure they meet the basic qualification requirements (see definition of specialized experience). If applicants meet basic qualifications, they will continue on to the second phase and will be given an interim score based on the application questionnaire, which will take the applicant approximately 30 minutes to complete when initially applying. With information received from the application questionnaire in the first phase, applicant's will be evaluated on the following Competencies: Influencing/Negotiating, Leadership, Managing Diverse Workforce, Planning and Evaluating, and Strategic Thinking.

Phase 2: Candidates who pass the first phase will have their resumes forwarded to an expert panel for further review of the Competencies listed above

Phase 3: Candidates will be given a final score which combines the scores from the first and second phases.

Category rating and selection procedures will be used to evaluate applications from this announcement. If an applicant meets the basic qualification requirements, his/her on-line responses to the vacancy assessment questionnaire will be used to determine the quality and extent of his/her experience, education, training, etc., for placement in one of the following categories: 1) Best Qualified, 2) Well Qualified, and 3) Qualified. Qualified candidates will be assigned a numerical score on a scale of 70-100. The Category Rating Process does not add veterans' preference points or apply the "rule of three" but protects the rights of Veterans by placing them ahead of non-preference eligibles within each quality category. Veterans' preference eligibles who meet the minimum qualification requirements and who have a compensable service-connected disability of at least 10 percent will be listed in the highest quality category (except in the case of scientific or professional positions at the GS-09 level or higher).
