Duties

Help

As a/an IT CYBERSECURITY SPECIALIST, you will:
-Serve as a senior expert, consultant, and advisor to other IT Specialists and high-level officials. Represent OITS as a technical expert for the Cyber Security Program. Ensure the information security strategies are aligned with and support HUD's business objectives; integrated into the development and operation of other systems; and are consistent with applicable laws and regulations. Consult and negotiate with senior officials to create buy-in for proposed recommendations.
-Develop or assist in the development, and maintenance of security policies, procedures. Ensure the OITS Cyber Security Program's strategy is aligned with HUD's strategic planning activities, appropriate legislation, and applicable standards. Update policies, procedures, and standards when there is a change in legislation, regulations, or directives; mission priorities; and/or emerging information security issues (e.g. changes in threat and vulnerability environment or the introduction of new technologies). Ensure compliance with system security policy.-Provide key technical expertise in IT technology, IT management, and makes recommendations to management and other specialists on critical IT issues; apply new developments to previously unsolvable problems; and make decisions or recommendations that significantly influence the OITS Cyber Security Program.
-Perform risk assessments, risk mitigation, and evaluation. Coordinate efforts to assess and improve the current cyber risk assessment methodology and approach; manage the performance of cyber assessments to determine whether new or existing applications, services or process are introducing risks that fall outside of OCIO's risk tolerance; and manage risks and compliance.
-Conduct reviews of the OITS Cyber Security Program. Assess security effectiveness of installed systems based on analysis of reported security problems.

Qualifications

You must meet the following requirements by the closing date of this announcement.

Specialized Experience: For the GS-15, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-14 grade level in the Federal service. Specialized Experience for this position includes:
-Experience in a leadership role managing cybersecurity compliance, risk, governance, security architecture, computer incident response or security operations; AND
- Providing cyber security management to lead enterprise-wide cyber security project implementations; AND
- Leading cybersecurity programs/projects to enhance cybersecurity capabilities and reducing threats against an organizations computer and network infrastructure.


Experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. In addition to specialized experience, individuals must have IT-related experience demonstrating each of the four competencies listed below.

  3. Oral Communication - Expresses information (for example, ideas or facts) to individuals or groups effectively, taking into account the audience and nature of the information (for example, technical, sensitive, controversial); makes clear and convincing oral presentations; listens to others, attends to nonverbal cues, and responds appropriately.
  4. Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

CONDITIONS OF EMPLOYMENT:

  • If receiving the Pfizer-BioNTech COVID-19 Vaccine, the deadlines are as follows:
    • first dose is October 18, 2021, and
    • second dose is November 8, 2021
  • If receiving the Johnson and Johnson COVID-19 Vaccine, the deadlines are as follows:
    • first and only dose is November 8, 2021
