Summary

As a Building Manager, you will serve as the focal point for all Service Center activities within the assigned geographical area; establish priorities and ensure projects are completed to the satisfaction of the client, on schedule, and within the budget.

Location of position:  Public Buildings Service, Facilities Management Division, Juneau, Alaska.

Duties

Help

  • Responsible for continuously analyzing tenant agency space and service requirements in relation to overall facility operating plans and any applicable Memoranda of Understanding established with client agencies and contract or other service providers. Due to the diversity of client base, scope of buildings managed, and in recognition of the significant level of decision-making authority delegated to the Service Center, will be required to adapt and refine general administrative policies and technical guidelines for application to the issues and facility management problems being evaluated. Contacts or is contacted by tenant agency representatives to determine whether or not existing space allocations and level of building services provided are adequate and consistent with individual agency's current and projected operational needs and program requirements. Appraises operational performance and progress to assure that established objectives, goals and service and maintenance schedules are being attained.
  • Reviews work performed in program areas to ensure compliance with performance standards and general operation guidelines; assures that services provided to buildings tenants are responsive to customer needs and in compliance with levels of service, contract provisions and established codes and standards; develops, implements and monitors programs related to tenant safety and comfort, such as energy conservation, safety, and fire and security protection; oversees technical service operations (e.g. building construction and modification); conducts periodic inspections of buildings and equipment to determine need and timing of repairs.
  • Provides contract administration, lease management and quality assurance support on behalf of tenant agencies and GSA. In this capacity, oversees operations and/or administers various types of contracts and serves as the contracting officer's technical representative (COTR) for projects which exceed his/her direct authority, such as building services, mechanical and term contracts. Develops and implements a cost effective contract quality assurance plan; monitors contractor's quality control and performance; informs the contracting officer of any technical or contractual difficulties encountered; informs the contractor of failures to comply with technical requirements of the contract; coordinates and/or oversees the work of on-site contractor personnel evaluates proposed contract changes; and makes recommendations to the contracting officer regarding changes in scope or performance standards to improve service delivery, meet customers' needs, and/or respond to changing site conditions. Personally or through other means, performs final inspections of work required, with required, with the authority to approve or reject the product in whole or in part.
  • Exercises full responsibility and authority for the day to day operations of a designated building or groups of buildings within the GSA inventory. In this capacity, programs, develops and directs all on-site building operation, maintenance, repair, alteration, historic preservation, cleaning, recycling, concessions, safety, environmental and security activities in Government-owned and leased buildings assigned.
  • Develops and promotes positive working relationships with customer agencies and client personnel, and maintains continuous liaison with building tenants and top management officials of customer agencies and tenants at facilities managed. Exercises delegated authority to commit resources to continually improve and support customer satisfaction for projects within specified thresholds. As a customer advocate, also makes recommendations to his/her supervisor regarding initiation of projects and activities that exceed his/her authority. Regularly meets with high level client agency representatives and tenants from various Federal agencies, including Judges of the Federal Judiciary, Senators, Congressional representatives, and other public officials, as well as the general public on any matter involving GSA programs and activities within the buildings assigned.

  • As required by Executive Order 14043, Federal executive branch employees are required to be fully vaccinated against COVID-19 regardless of the employee's duty location or work arrangement (e.g., telework, remote work, etc.), subject to such exceptions as required by law. The agency will provide additional information regarding which forms of documentation can be accepted and how you can request a legally required exception from this requirement.  If selected and you are a current GSA employee (except in the OIG), you are not required to show proof of full COVID-19 vaccination if this requirement has already been met.
  • Due to COVID-19, the agency is currently in an expanded telework posture. If selected, you may be expected to temporarily telework, even if your home is located outside the local commuting area. Once employees are permitted to return to the office, you will be expected to report to the duty station listed on this announcement within 45 days. At that time, you may be eligible to request to continue to telework one or more days a pay period depending upon the terms of the agency’s telework policy.
  • Receive authorization from OPM on any job offer you receive, if you are or were (within the last 5 years) a political Schedule A, Schedule C or Non-Career SES employee in the Executive Branch.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 2 investigation level).
  • Have your identity and work status eligibility verified if you are not a GSA employee.  We will use the Department of Homeland Security’s e-Verify system for this. Any discrepancies must be resolved as a condition of continued employment.
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.

The GS-13 salary range starts at $103,046 per year.  If you are a new federal employee, your starting salary will likely be set at the Step 1 of the grade for which you are selected.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.  Specialized experience is experience evaluating policies, implementing programs, and independently making decisions related to the operation and maintenance of large office buildings (250,000 sq ft or move) and leased space; analyzing the effectiveness of facility operations, which included the operation of energy management and building control systems; developing and maintaining strong working relationships with customer agencies, lessors, contractors, and client personnel; and managing or monitoring real property budgetary and financial data.

  • A wide range of building management principles, concepts and practices and thorough understanding of building tenants and client agencies needs, requirements and customer satisfaction drivers to operate, maintain and manage real property assets.
  • Working knowledge of the Randolph-Sheppard Act and corresponding regulations, responsibilities and requirements of individual state agencies, and local and federal health and sanitation codes and regulations.
  • Ability to integrate knowledge of legal, engineering, architecture, fire and life safety, food service, finance, asset preservation, HVAC, environment, cost estimation, contracting, lease management.
  • Knowledge of qualitative and quantitative techniques and statistical interpretation to perform extensive coordination and fact-finding to identify client agency and building tenants' facility needs in relation to customer satisfaction; evaluate and interpret customer survey responses and other data; analyze the effectiveness and efficiency of property management programs and building profitability initiatives; evaluate technical and program data, and to make decisions or recommendations for action.
  • Knowledge of policies, regulations and applicable Federal statues, including General Services Acquisition Regulations (GSAR). The Federal Acquisition Regulations (FAR) and the Federal Property Management Regulations (FPMR). 
  • Knowledge of cost and price analysis to forecast costs and evaluate prices for which no historical data exists, and to determine strategies and perform negotiations involving complex financial arrangements, terms or conditions; ability to analyze trends and evaluate various aspects of the Income and Expense program for cost effectiveness and profitability.
  • Specialized program knowledge of building management operations, to include mechanical and building maintenance; operations and energy conservation; custodial management; recycling; art and historic preservation; space alterations; safety and environmental management and concessions.
  • Technical knowledge and competency in design, operation, maintenance and management of assigned building(s) and buildings systems required to provide quality building and related services that meet client agency facility requirements.
  • Advanced skill in interpersonal relations and in written and oral communications.
  • Ability required to plan, schedule, and balance all technical aspects of multiple tenant requirements.
