Duties

Help
  • Provide management support services in the areas of program cost analysis, annual/multi- year/long range fiscal planning, and development of annual work-plans.
  • Review and prepare the Program Objective Memorandum (POM) with team submissions for supervisor review.
  • Evaluate and recommend Resource Management Decisions (RMDs) of potential program impacts and develops reclamations to the RMDs.
  • Monitor, evaluate and provide recommendations to ensure programs Planning, Programming, Budgeting, and Execution (PPBE) milestones and time-lines are met.
  • Evaluate resource Management Decisions (RMDs) issued by OSD and advises Directorate and Command Group of potential program impacts.
  • Maintains continuous liaison with appropriate POM AOs for planning and programming changes to assess impacts on POM and command resources.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • This position requires business travel (TDY) to other duty locations 10% of the time.
  • This position requires the incumbent to obtain a Level II Financial Management Certification within 24 months of entrance on duty.
  • Position requires incumbent to obtain and maintain a security clearance at the SECRET level.
  • Two year trial/probationary may be period required.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience.

To qualify for the GS-13 level, all applicants must possess at least one full year of specialized experience which includes but no limited to; 1.) Experience performing analytical and evaluative methods and techniques to inform long term programmatic financial forecasts associated with developing Program Objective Memorandum (POM). 2). Experience in all phases of the Federal budget process associated with Planning, Programming, Budgeting, and Execution System (PPBES). 3.) Experience performing a wide range of multi-level administrative, technical, advisory, and analytical duties in the planning, programming, formulation, and presentation of command requirements. 4). Experience communicating both orally and in writing to brief and defend operational requirements, resourcing levels, and programmatic risk to senior leaders. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS12).

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-12).

Education
