About the Position:
Serves as the Human Resources Specialist, HQDA, Office of the Deputy Chief of Staff, G- 1. Incumbent works directly for the Chief, Human Resources Branch, Management Support Office. As the Human Resources Specialist, is designated and assigned the responsibility and authority to provide G-1 managers with objectively based information for making decisions on the administrative and programmatic aspects of agency operations and management.

Duties

Help
  • Uses information systems to accomplish HR work functions.
  • Manages the agency performance management and performance awards, Civilian Rating Chains, assists management and employees with support forms and evaluations.
  • Participates in study groups and/or steering committee to identify and implement recommendations to improve overall HR functions/operations.
  • Provides expert advice on the implications of proposed management action and accomplished necessary follow-on activities in support of decisions.
  • Identifies and analyzes problems.
  • Makes timely and effective recommendations, based on potential implications of findings or conclusions.
  • Evaluates to identify the causes of problems, and chooses courses of action that balance the interests of the mission and stakeholders.

In order to qualify, you must meet the experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Specialized Experience: One year of specialized experience which includes serving as the personnel liaison on issues and procedures pertaining to all personnel matters and payroll matters within the organization; preparing, reviewing and submitting personnel actions for civilian personnel into an automated system; ensuring that day-to-day Civilian Personnel actions are consistent with the agency short and long term strategy; serving as the Defense Travel Administrator for the organization. This definition of specialized experience is typical of work performed at the next lower grade/level position in the federal service (GS- 11).

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.

Time in Grade Requirement: Applicants who have held a General Schedule (GS) position within the last 52 weeks must have 52 weeks of Federal service at the next lower grade or equivalent (GS-11).
