The Deputy Chief Officer for Research Facilities, a member of the leadership team in the Office of the Director (OD), assists the Chief Officer for Research Facilities (CORF) in the formulation of the agency’s goals, objectives, and priorities with respect to major facilities and mid-scale research infrastructure; works with the CORF to advise the Director on all aspects of this research infrastructure throughout its lifecycle, to include planning, development, design, construction, operations, and divestment; engages in strategic portfolio planning for research infrastructure; and implements the policies and practices necessary for success of research infrastructure in the NSF context.  The Deputy CORF chairs the Major Facilities Working Group consisting of Accountable Directorate Representatives from each directorate with major research infrastructure, is a standing member of the Facilities Readiness Panel, and serves as Executive Secretary of the Facilities Governance Board.  He/she isolates problems or issues in ongoing major facility construction projects and in facilities operated by the agency, serving as the Executive Secretary for the OD Watch List.   The incumbent will oversee the portfolio of NSF’s Mid-scale Research Infrastructure Program, including solicitation preparation, proposal review, portfolio selection, and successful execution of the program.  He/she will work with the CORF to fulfill all reporting requirements to the Director, the National Science Board, Congress, and the Office of Management and Budget.  The incumbent will need to consistently exercise independent judgment and discretion in matters of significance.

Qualifications

  • QUALIFICATIONS REQUIRED: It is preferred that candidates have a doctorate degree in a scientific field and a minimum of 5 years of experience in the areas of program and project management.


Appointment to this position will be made under the Excepted Authority of the NSF Act. Candidates who do not have civil service status or reinstatement eligibility will not obtain civil service status if selected. Candidates currently in the competitive service will be required to waive competitive civil service rights if selected. Usual civil service benefits (retirement, health benefits, and life insurance) are applicable.

  • Education, strongly preferred at the Ph.D. level, or equivalent professional experience or combination of both in a field of science, technology, engineering, or mathematics (STEM), and demonstrated leadership experience in promoting and implementing STEM research policies in the global context.
  • Broad understanding of universities and other institutions of higher education, including large non-profit consortia, where STEM research is conducted including knowledge of project management techniques, fiscal management, and budget preparation with experience in scientific research support.
  • Demonstrated experience in working with major research instrumentation or large research facilities, including activities such as serving on review committees, overseeing resource allocation to researchers, developing instrumentation, managing research facilities, or carrying out program management and oversight of research facilities.
  • Skill in changing and balancing complex and diverse program demands and available resources in response to major advances or changing needs of science and engineering research technology.
  • Experience in working with advisory or oversight boards and panels, such as participating as a member or chair, or reporting to and managing relationships with such groups.
