Summary

This position functions as a Program Analyst in the Decision Support System ( DSS) office with primary responsibility for the analysis of all costs, utilization, and quality associated with the delivery of health care at the patient level of the Northport VA Medical Center. The incumbent is charged with the responsibility for the automation and incorporation of cost and patient procedural data into DSS, the final products being computer-generated, reports, which will provide management.

Duties:

  • Assists in the development and production of the DSS program. Analyzes the existing automated and manual systems to determine the financial and clinical information presently available.
  • Interfaces daily with the service Chiefs, managers, Health System Specialists, other lines supervisors and administrative and clinical personnel to gather, develop, and provide information from and for DSS.
  • Identifies procedures performed in each direct patient care unit, and determines the proper cost elements and relative value units ( RVU's) for each procedure and/or labor maps the time spent by each employee performing their various assigned duties.
  • Uses software packages such as Microsoft Word, Excel, Access and communications packages.
  • Audits input i.e. source documents, in order to verify the validity of the raw data input. Inputs figures and statistics; run monthly audits, correcting rejects and performs monthly processing of data to ensure accuracy and completeness of information. He/She is responsible for statistics involving labor mapping of all medical center personnel and/or information and statistics for admissions, discharges outpatient visits, procedures, treatments, pharmacy, etc.
  • Uses independent judgment and knowledge of established management analysis and cost accounting principles ,theories, and practices in order to understand difficult and complex problems that require coordination between the services and DSS. Makes recommendations on approaches to resolve such problems.
  • Understand and uses microcomputers and file man applications to prepare reports, set up files, write simple programs, and audit the data collection process. Performs system tests and validation processes to ensure that the system is properly functioning after each programming change.
  • Maintains and modifies the new DSS programs in order to reflect any changes in the medical center system. Updates and maintains the database for Access Reports that are available and used by managers. Makes recommendations on the design of report formats based on discussions with the DSS site manager, service chiefs, and supervisors. Maintains a liaison with all programs , individual needs. Designs and maintains various automated tracking reports, identifies erroneous data, and makes corrections.
  • Interfaces daily with clinical and administrative personnel to keep current on any changes in Medical Center functions that may affect management information systems.
  • Has skill in oral communication methods and techniques; as well as skill in establishing and maintaining effective and cooperative work relationships. Prepares and gives oral presentations to Medical Center personnel.
  • Reviews and analyzes workload data and reports, and highlights problems that may affect the system, and reports them to the Medical Center supervisors.

Qualifications

To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/28/2021.

Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-9. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade.

Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment.


You may qualify based on your experience and/or education as described below:

  • Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-9 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1 year equivalent to at least the GS-9 level. OR,
  • Education: Applicants may substitute education for the required experience. To qualify based on education for this grade level you must have 3 years of progressively higher level graduate education leasing to a Ph.D. degree or Ph.D. or equivalent doctoral degree. OR,
  • Combination: Applicants may also combine education and experience to qualify at this level. You must have an combination of specialized experience and education beyond .

Physical Requirements: The incumbent's work is primarily sedentary, but may involve some walking, standing, bending and carrying of light items, such as books, papers, and computer reports. The incumbent may be subject to stressful situations, due to the tight time frames for the completion and implementation of various projects, and may ne required to work long hours and irregular shifts.
