    Summary

    The Congressional Research Service, Office of Publishing seeks a Geospatial Information Systems Analyst. The ideal candidate will serve as a technical authority on and have experience in evaluating the adequacy of data sources, creation/modification of GIS layers, and preparation of final GIS products for Congress. The candidate will work with the PUB GIS team to analyze GIS data and create visual representations that meet CRS’s goal of providing authoritative information to Congress.

    Responsibilities

    The ideal candidate will work in partnership with policy analysts, legislative attorneys, information professionals, research librarians, visual information specialists, and cartographers to find and use authoritative GIS sources to create sophisticated geospatial models and visual materials that anticipate and illustrate complex public policy issues for the Congress.  As part of this work, the GIS Analyst will provide GIS analysis and support; and develop policies and guidelines for the GIS program, including development of clear procedures for intake of requests, prioritization of work, identification of division of labor, definition of deliverables, and following through with clients. The GIS Analyst will also provide training and promote GIS services throughout CRS. Additional responsibilities include but are not limited to the following:

    • Designs, implements, and troubleshoots database solutions relating to Geographic Information Systems.
    • Locates, creates, tailors and updates relevant databases containing geographic information required to create maps and other graphical presentations needed to respond to complex congressional requests for analysis.
    • Plans, implements and manages GIS and spatial relationship technology projects meet the analysis and information requirements of internal and Congressional clients.
    • Prepares written products of a descriptive and analytical nature on GIS data presented in cartographic and other forms such as tables and charts for incorporation into CRS products that contribute to congressional understanding of policy issues.
    • Performs peer review of written responses, products, and presentations pertaining to GIS data.
    • Establishes and maintains partnerships with staff throughout the Library and conducts outreach to enhance and support GIS services; and serves as a CRS liaison to the Library on GIS committees, projects and sharing of resources that improve services to CRS.

    CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century, where it is well known for analysis that is authoritative, confidential, objective, and nonpartisan.
