Duties

Help
  • Initiates, plans, and conducts innovative research in mathematical statistics and data analysis, including analyses of sample survey data, classification and discrimination problems, multivariate analysis, analysis of count data,

  • Initiates, plans, and conducts basic research studies in mathematical model development, numerical analysis, and the creation of original algorithmic procedures.
  • Provides guidance and consultative services in the concrete formulation of statistical problems and in the design of unusually complex statistical systems. When necessary, supervises the conduct of special tests, experiments, and pilot studies.
  • Explores the potential of new technological development to improve the operational processes of the Administration; tests policies for their adequacy in attaining desired operating objectives;

Qualifications

Applicants must have 52 weeks of specialized experience at the GS-13 level, or equivalent, which is in or related to the work of the position to be filled and has equipped applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. Such experience includes leading in designing, developing, and adapting mathematical methods and techniques to statistical processes (e.g., stratification and clustering in probability sampling; leading in developing surveys and creation of sample design techniques; alternative variance estimating); leading in developing research designs for new and complex mathematical statistical techniques, subject matter expert for developing and adapting and initiating, formulating, and planning major statistical studies.

In addition, all applicant must meet the Basic Requirement for this position based on ONE of the following:

A. Possess a Bachelor's or higher degree that included 24 semester hours of mathematics and statistics, of which at least 12 semester hours were in mathematics and 6 semester hours were in statistics. (Courses acceptable toward meeting the mathematics course requirement must have included at least four of the following: differential calculus, integral calculus, advanced calculus, theory of equations, vector analysis, advanced algebra, linear algebra, mathematical logic, differential equations, or any other advanced course in mathematics for which one of these was a prerequisite. Courses in mathematical statistics or probability theory with a prerequisite of elementary calculus or more advanced courses will be accepted toward meeting the mathematics requirements, with the provision that the same course cannot be counted toward both the mathematics and the statistics requirement.) -OR-

B. Possess a combination of education and experience -- at least 24 semester hours of mathematics and statistics, including at least 12 hours in mathematics and 6 hours in statistics, as shown in A above, plus appropriate experience or additional education. The experience offered in combination with educational courses to meet the requirements should include evidence of statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying known statistical techniques to data such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

NOTE: TRANSCRIPTS ARE REQUIRED TO SUBSTANTIATE POSSESSION OF QUALIFYING EDUCATION.

In addition to the Minimum Qualifications and Basic Requirement, applicants must meet the Selective Placement Factor: Knowledge of computer software and hardware capabilities, the ability to design statistical modules as computer applications, and demonstrate expertise using SAS and R computer programs. To Qualify, applicant MUST possess 4 out of 5 of the following experience indicators:

  1. Experience using computers and computer systems to program, write software, set up functions, enter data, or process information for statistical modules and to process large amounts of data for statistical modeling and graphic analysis.
  2. Experience performing tasks related to programming, development, acceptance testing, implementation, monitoring, and maintenance of systems using approved software.
  3. Experience providing technical direction and working with staff to identify, develop, and plan changes in operational procedures necessary for continuous improvement of data files, statistical publications, and database maintenance.
  4. Experience performing disclosure reviews of statistical tables and using computer software to develop algorithms to link data and prevent de-identification by comparing multiple tables and data sets.
  5. Experience using SAS and R computer programs to design statistical analysis.

LOCALITY PAY: Salary will be set in accordance with locality pay provisions. Candidates currently receiving a higher locality pay than the office applied for are advised that should they be selected, they will lose entitlement to the higher locality pay.
