Duties

You will serve as an Information Technology Cybersecurity Specialist (PLCYPLN) and be responsible for performing duties as a Policy Writer and Editor in support of Directives, Forms, Accessible System and Technology Program (Section 508), Printing and/or Graphics Programs. You serve as a writer-editor in planning, development, and coordination of a broad range of writing projects utilizing information across multiple organizational functions that promote public understanding and acceptance of Agency programs, policies, and decisions.

Being a CG civilian makes you a valuable member of the CG team.  Typical work assignments include:

  • Providing writing/editing support for a variety of materials, including collaboration site content, talking points, position papers, manuals, reports, memos. Ensuring proper format, punctuation, spelling and grammar; reviews and approves proposed publications for style, design, and similar editorial characteristics prior to release for printing, publication, and/or dissemination. 
  • Participating in the planning, design, and deployment of new collaboration sites, solutions, and workflows. Maintaining a collaboration environment to include revisiting and reviewing content to ensure business relevance and customizing and maintaining landing pages to encourage traffic and user adoption.
  • Developing and implementing strategic communications for agency leadership; be responsible for development of communication messages that inform and influence the target audience, such as agency notices and other enterprise communications.
    Responding and coordinating information requests form external customers and researches.
  • Writing, coordinating, editing, and disseminating responses received from program offices. Supporting the Accessible Systems and Technology Program (Section 508) and the Directives and Publications communications initiatives and outreach. 
  • Applying analytical skills to ensure writing/editing material is accurate and informative.
  • Managing writing assignments; including interpreting technical information, identifying and prioritizing critical content, ensuring alignment with interests of intended audience, and consistency with policy and program goals.

  • Experience with software development methodologies and cybersecurity discipline.
  • Experience in Information Technology Project Management in areas of Configuration and Data Management.
  • Experience in facilitating meetings.
  • Experience in identifying and implementing continuous process and service improvement.
  • Experience in Procurement and Acquisitions.
  • Experience as a voting member or contributor to Configuration Control Boards.
  • Experience in planning, implementing, and performing overall project management for IT objectives to include forming strategic partnerships.
  • Experience in performing financial management and oversight of the IT Program, to include responsibility for resources budgeting, programming, and execution related to provision of IT services.
  • Skill in authoring and delivering project status briefings to executives.
  • Experience in developing new business cases and identified user requirements.
  • Experience in providing expert and authoritative advice and assistance on IT design and maintenance.
  • Experience in software development methodologies and System Engineering Life Cycle.
  • Examples of desired training/certifications: CISSP, and PMP.

Qualifications

To qualify at the GS-12 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-11 grade level in the federal sector. Specialized experience may include the following: experience in capital planning principles and methods; enterprise IT goals and objectives; methods used to evaluate, implement, and disseminate IT security tools and procedures; network operations and protocols; or computer forensics principles.

Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to this line of work.

In addition to meeting the specialized experience requirement, you must also have IT-related experience demonstrating each of the four competencies listed below.

Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

At the GS-12 level, selectee must possess or be able to obtain:

  1. ITIL Foundations, ITIL Operations and ITIL Continual Service Improvement.
  2. Information Assurance Management Level II (IAM-II) or management determined equivalent within two years of entry into the position.
  3. Federal Acquisition Certification for Program and Project Manager Level I (FAC P/PM-I) or management determined equivalent within two years entry into the position.

National Service Experience (i.e., volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
