This position is located in the Bureau of Western Hemisphere Affairs, Office of Public Diplomacy and Public Affairs (WHA/PDA). WHA/PDA provides guidance to 54 posts in the Western Hemisphere Affairs Region and to the domestic offices of the bureau. The office supports U.S. foreign policy goals in the Western Hemisphere with a full range of public diplomacy programming and messaging.
Summary
This position is located in the Bureau of Western Hemisphere Affairs, Office of Public Diplomacy and Public Affairs (WHA/PDA). WHA/PDA provides guidance to 54 posts in the Western Hemisphere Affairs Region and to the domestic offices of the bureau. The office supports U.S. foreign policy goals in the Western Hemisphere with a full range of public diplomacy programming and messaging.
Advises on strategic and effective long-term communications on cross-cutting key policy issues.
Prepares and coordinates press guidance.
Coordinates Public Diplomacy communication tools and public messaging within WHA/PDA and across the Department.
Serves as the Bureau’s liaison with the Global Engagement Center to coordinate its multi-million-dollar programs to counter malign influences and disinformation in the WHA region.
One year probationary period, unless excepted by regulation.
Must be able to obtain and maintain a Top Secret security clearance.
Verification of employment eligibility in the United States is required.
Qualifications
Applicants must meet all the required qualification requirements, including education and any selective placement factors described below by the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position.
Qualifying specialized experience must demonstrate the following:
Experience leading long-term strategic planning for communications campaigns.
Experience advising on strategic communications, target media organizations, and appropriate media tools to advance an objective or policy.
Experience advising leaders and spokespersons on how to frame public statements to ensure appropriate messaging.
There is no substitute of education for specialized experience for the GS-14 position.
