Duties

Help
  • Serves as a Contract Administrator assigned to a team that administers government contracts/grants/agreements for one or more contractors.
  • Incumbent is assigned a group of contract/grants/agreements for which the employee performs the full range of contract functions up to the point of signature, including contract administration and contract closeout.
  • Reviews new contracts to ensure all necessary clauses have been included.
  • Monitors contractor performance for compliance with applicable laws, delivery schedules, payment provisions, contract data reporting requirements, and other contractual requirements.
  • Coordinates with the buying office on contractor's requests for waivers or deviations from contract terms.
  • Reviews requests and meets with the contractor to ensure understanding of requirements.
  • Performs final closeout of assigned contracts; e.g., ensures delivery/inspection/acceptance of contractual end items, and ensures that all administrative/reporting actions have been resolved before recommending final closeout.
  • Researches policies and coordinates/integrates/implements contract administrative services.
  • Performs contract administration functions, including funds cancelation, funds reconciliation, contract closeout, database integrity, and verifying contractor progress for approval of contract financing.

  • Must be able to possess and maintain a Government Travel Card.
  • Selectee is required to be exempt from recall to the military Reserves or recall to active duty for retired military
  • Appointment is subject to the completion of a favorable suitability or fitness determination, where reciprocity cannot be applied; unfavorably adjudicated background checks will be grounds for removal

Qualifications

To qualify for a Contract Administrator (Deployable), your resume and supporting documentation must support:

A. Basic Contracting Requirement: A.) A baccalaureate degree from an accredited educational institution authorized to grant baccalaureate degrees OR B.) a current civilian employee in DoD or member of the Armed Forces, who occupied an 1102 position, contracting officer position, or comparable military contracting position with authority to award or administer contracts above the simplified acquisition threshold on or before September 30, 2000 are excluded from the requirements of "A" above.

B. Specialized Experience: One year of specialized experience that equipped you with the particular competencies to successfully perform the duties of the position and is directly in or related to this position. To qualify at the GS-11 level, applicants must possess one year of specialized experience equivalent to the GS-09 level or equivalent under other pay systems in the Federal service, military or private sector. Applicants must meet eligibility requirements including time-in-grade (General Schedule (GS) positions only), time-after-competitive appointment, minimum qualifications, and any other regulatory requirements by the cut-off/closing date of the announcement. Creditable specialized experience includes:

  • Applying Federal statutes, the Federal Acquisition Regulation (FAR) to administer a group of complex contracts;
  • Conducting post-award negotiations;
  • Comparing proposals using cost and price analysis techniques;
  • Identifying factors affecting contractor's costs using business and industry practices;
  • Using commercial pricing policies, catalogues, comparative analysis, and price based techniques;
  • Conducting on-site surveys to assess contractor's ability to perform;
  • Reviewing contract provisions using cost accounting standards and accounting practices.

C. Education Substitution: Such education must demonstrate the knowledge, skills, and abilities necessary to do the work. Education must be from a college or university accredited by an organization approved by the U.S. Department of Education. See http://ope.ed.gov/accreditation/Search.aspx. If using education to meet basic qualifications, YOU MUST SUBMIT A TRANSCRIPT as supplemental documentation. To qualify based on education in lieu of specialized experience, you must possess:
  • Three (3) full academic years of progressively higher-level graduate education or Ph.D. or equivalent doctoral degree.

Education

Substitution of education may not be used in lieu of specialized experience for this grade level.

If the position has a minimum education requirement and/or you are using education to qualify in lieu of specialized experience, you MUST provide transcripts (unofficial are acceptable at the time of application) to support your educational claims.

GRADUATE EDUCATION: One academic year of graduate education is considered to be the number of credits hours that your graduate school has determined to represent one academic year of full-time study. Such study may have been performed on a full-time or part-time basis. If you cannot obtain your graduate school's definition of one year of graduate study, 18 semester hours (or 27 quarter hours) should be considered as satisfying the requirement for one year of full-time graduate study.

FOREIGN EDUCATION: If you are using education completed in foreign colleges or universities to meet the qualification requirements, you must show that the education credentials have been evaluated by a private organization that specializes in interpretation of foreign education programs and such education has been deemed equivalent to that gained in an accredited U.S. education program; or full credit has been given for the courses at a U.S. accredited college or university.

This is a permanent GS-11 position. Upon deployment overseas, the employee will be temporarily promoted to the GS-12 grade level, if eligible, for the duration of the deployment. Upon return to CONUS the employee will be changed to lower grade to the permanent grade level.

If you do not meet the Time in Grade or Specialized experience for the temporary promotion, you will deploy at the lower grade level, GS-11.

Once the four year commitment is successfully met you will be placed into a non-deployable position in the CMO for which you were hired at the permanent GS-11 grade level.

This position is designated as Emergency-Essential (E-E). In the event of a crisis situation, incumbent will be subject to deployment on a TDY basis to overseas duty location(s) to perform assigned duties particular to the deployment. Failure to deploy when required and/or meet the medical requirements of deployment status may result in separation from Federal Service.   • Generally, indoor work location has power, water, heating, and air conditioning, although outages should be expected.

  • Acquisition, Technology & Logistics(AT&L) NON-CAP: This position requires an Acquisition, Technology and Logistics Level II certification in the Contracting Career Field within 24 months, unless a Position Requirements Waiver is approved to extend.
