This position is located in the Architect of the Capitol, Office of the Chief of Operations, Superintendent, House Office Buildings (HOB), Director, Planning, Analytics and Business Processes, Inventory Management Branch.  The AOC is seeking a Supply Management Officer to plan, organize and direct the purchase, receipt, storage and inventory management of renovation and construction supplies and equipment for HOB operations.

Duties

Tour of Duty:   7:30 AM - 4:00 PM, Monday-Friday

Provides administrative and technical supervisory functions for subordinates. Assigns duties and evaluates performance.  Manages the organizational unit’s budget and workload. Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances as delegated by higher level supervisors.

Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Utilizes a thorough knowledge of and complies with applicable AOC and Occupational Safety and Health Administration (OSHA) safety rules and regulations to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.  Routinely checks to verify that subordinates are using all required PPE.

Develops and uses automated systems to account for inventory management of supplies. Develops and applies item codes to inventory items. Monitors supply transaction records to identify usage trends. Tracks changes in usage rates, cost and availability from suppliers.

Prepares transaction quantity reports. Reviews physical inventory reports prepared by component inventory managers for compliance with inventory management program requirements.

Conducts periodic physical inventories. Coordinates with trades supervisors as appropriate to update and maintain accurate inventory records.

Coordinates with the Contracting Officer for the purchase of supplies. For purchases of less than $25,000, obtains bids from suppliers and manufacturers.  For purchases exceeding $25,000, prepares open market requests for proposal.

Evaluates trends in storage management methodologies for use within HOB. Recommends updating equipment and technology as appropriate based on findings and long-term cost/benefit considerations. Maintains cost data related to leased vs. owned equipment. Recommends changes to the Division Chief as appropriate.

Monitors availability of funds budgeted for supply and equipment purchase and equipment repairs. Reports usage trends to budget officials.

Specialized Experience:  Experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled.   To be creditable, specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression for the occupation in the organization.

To qualify for the GS-12 grade level, your resume must clearly demonstrate that you have one full year (52 weeks) of specialized experience comparable in difficulty and responsibility to the next lower grade level  (GS-11) in the federal service.

Specialized experience is defined as having experience in the following areas:

(1) Performing analytical work to manage, regulate, and control the level and flow of materials, supplies, and equipment through acquisition, storage, and inventory management.

(2) Resolving conventional inventory management problems, questions, and situations in a supply operation.

(3) Monitoring established supply systems and programs.

(4) Performing independent reviews and making recommendations involving well-established acquisition criteria, methods, techniques, and procedures.
