The primary purpose of this position: To develop statistical controls and conduct quality control of laboratory data and perform statistical reviews of laboratory data from samples that undergo analysis in support of nuclear treaty monitoring activities.

Duties

Help
  • Conducts substantial in-depth studies, evaluations, and analytical data interpretation requiring the use of advanced statistical techniques.
  • Reviews, from a statistical viewpoint, broad technical data summaries, detailed technical memoranda, and technical evaluation reports for distribution to other governmental agencies and for inclusion in reports to the highest government levels.
  • Directs/participates in meetings; and conferences with leading senior scientists in government and industry as an expert AFTAC representative in data evaluation and interpretation with regards to statistical/computational analytic techniques.
  • Prepares technical data summaries, technical memoranda, evaluation documents, and technical reports on the statistical aspects of data related to the Division mission that is of interest to national-level customers.

Qualifications

In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Professional and Scientific Positions.

This is a GG-12 position in the Defense Civilian Intelligence Personnel System (DCIPS). The GG-12 duties for the "Professional" work category are at the "Full Performance" work level and are equivalent to those at the GS-12 level. The selectee's salary will be set within the grade equivalent to a GS/GG grade based on the selectee's qualifications in relation to the job.

Basic Requirements:

  1. Degree: that included 15 semester hours in statistics (or in mathematics and statistics, provided at least 6 semester hours were in statistics), and 9 additional semester hours in one or more of the following: physical or biological sciences, medicine, education, or engineering; or in the social sciences including demography, history, economics, social welfare, geography, international relations, social or cultural anthropology, health sociology, political science, public administration, psychology, etc. Credit toward meeting statistical course requirements should be given for courses in which 50 percent of the course content appears to be statistical methods, e.g., courses that included studies in research methods in psychology or economics such as tests and measurements or business cycles, or courses in methods of processing mass statistical data such as tabulating methods or electronic data processing.

  1. Combination of education and experience -- courses as shown in A above, plus appropriate experience or additional education. The experience should have included a full range of professional statistical work such as (a) sampling, (b) collecting, computing, and analyzing statistical data, and (c) applying statistical techniques such as measurement of central tendency, dispersion, skewness, sampling error, simple and multiple correlation, analysis of variance, and tests of significance.

SPECIALIZED EXPERIENCE: Your resume must reflect the quality level of experience which demonstrates the possession of the knowledge, skills, abilities, and competencies necessary for successful job performance required for this position. Examples of creditable experience include: Knowledge of computational statistical methods applied to measurement data (e.g. nuclear counting, mass spectrometry), mastery of principles related to advanced statistical and computational approaches to complex problems; and Expert in applying the scientific method to technical analyses and research projects. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas:

1. Expert knowledge of computational statistical methods applied to measurement data (e.g. nuclear counting, mass spectrometry)

2. Mastery of principles related to advanced statistical and computational approaches to complex problems.

3. Expert in applying the scientific method to technical analyses and research projects.

4. Skill in rapidly applying knowledge in a variety of situations in order to meet critical deadlines.

5. Ability to analyze conflicting information from multiple sources and work well in an operational time critical environment.

PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work. You must clearly identify the duties and responsibilities in each position held and the total number of hours per week.

VOLUNTEER WORK EXPERIENCE: Refers to paid and unpaid experience, including volunteer work done through National Service Programs (i.e., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student and social). Volunteer work helps build critical competencies, knowledge and skills that can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.

Tax Law Impact for PCS: On 22-Dec-2017, Public Law 115-97 - the "Tax Cuts and Jobs Act of 2017" suspended qualified moving expense deductions along with the exclusion for employer reimbursements and payments of moving expenses effective 01-Jan-2018 for tax years 2018 through 2025. The law made taxable certain reimbursements and other payments, including driving mileage, airfare and lodging expenses, en-route travel to the new duty station, and temporary storage of those items. The Federal Travel Regulation Bulletin (FTR) 18-05 issued by General Services Administration (GSA) has authorized agencies to use the Withholding Tax Allowance (WTA) and Relocation Income Tax Allowance (RITA) to pay for "substantially all" of the increased tax liability resulting from the "2018 Tax Cuts and Jobs Act" for certain eligible individuals.
