Help

Perform quantitative and qualitative bibliometric, altmetric, and scientometric studies that analyze citations and author productivity patterns for individuals and groups of researchers, scientists, and engineers that identify research strengths, impact, assess technology transfer, benchmark performance, and identify potential collaborators. Manage, maintain, and oversee the daily operation of the Data Visualization Service. Generate data visualization outputs including tables, charts, maps, and infographics using software tools such as Excel, Adobe Illustrator and Photoshop, Tableau, Gephi and others. Develop and deploy a service plan for the data visualization service. Conduct complex, in-depth, and routine research queries in response to reference requests using STEM bibliographic and fulltext databases such as Web of Science, IEEE Xplore, Compendex, Engineering Village, and Google Scholar.

Qualifications

Basic Requirements:
A. Successful completion of one full academic year of graduate study in library science in an accredited college or university, in addition to completion of all work required for a Bachelor's degree.
OR
B. Successful completion of a total of at least five years of a combination of college-level education, training, and experience. To qualify on this basis, the applicant must establish conclusively that the education, training, and experience provided a knowledge and understanding of the theories, principles, and techniques of professional librarianship; knowledge of literature resources; and the knowledge and abilities essential for providing effective library and information services.

In addition to meeting the basic requirements listed above, applicants must possess one year (52 weeks) of specialized experience equivalent to at least the GS-09 (ZA-II at NIST). Specialized experience is described as conducting a wide range of quantitative and qualitative bibliometric and citation analyses, creating a variety of data visualizations, conducting literature searches using various STEM bibliographic and fulltext databases, and organizing, analyzing, interpreting, synthesizing, and compiling results.

Successful completion of 3 full years of progressively higher level graduate education in library science or doctoral degree (Ph.D. or equivalent) related to the position.
OR
A combination of education and experience as described above that equates to one year of experience.

The physical worksite for this position is located in Gaithersburg, Maryland. However, the Associate Director for Management Resources is currently under a maximum telework posture due to the COVID-19 pandemic; therefore, this position is currently under a 100 percent telework schedule. The position's telework schedule will likely change in the future when Associate Director for Management Resources moves away from its maximum telework posture. At that time, the incumbent will be expected to report to the physical work site in accordance with the updated status requirements of their supervisor. The nature and scope of future telework opportunities will be subject to the unit's telework policy, any applicable bargaining unit agreements, and supervisory approval. Payment of relocation expenses, as applicable, will be paid in accordance with this Job Opportunity Announcement. Non-compliance with the supervisor's telework-schedule requirement could result in adverse action, including separation.
