Summary

The Assistant Inspector General for Follow-up (AIGFLD) position is located in the Architect of the Capitol (AOC) Office of Inspector General (OIG) and reports to the Deputy Inspector General (DIG). The OIG provides wide-ranging support on all phases of lnspector General (IG) oversight to combat fraud, waste and abuse and encourage efficiency and economy within AOC programs and operations.

Duties

Help

Performs administrative and technical supervisory functions for subordinates. Assigns duties to and evaluates their performance. Manages the organization unit’s budget and workload.

Develops performance requirements for subordinates and ensures a mutual understanding of the performance standards. Resolves complaints and grievances ad delegated by higher level supervisors.

Provides leadership to ensure support for equal employment opportunity (EEO) goals and requirements. Excellent interpersonal skills are necessary to interact with AOC staff, senior staff, officials from other agencies and the general public. Demonstrates skill in developing and delivering oral and written presentations as well as making recommendations on management issues in concise and convincing language.

Responsible for using a thorough knowledge of an compliance with all AOC safety rules and procedures to ensure that work progresses in a safe manner and to initiate or take corrective action on unsafe conditions in managed areas.

Supervises the performance of follow-up inspections and evaluations that fall within the mandate of the IG and DIG as well as follow-up inspections and evaluation that the IG and/or DIG finds appropriate but are requested by representatives of other federal agencies or Congress. Represents the OIG in discussions with congressional and other federal agency officials.

The candidate will lead in developing, planning, leading, executing and coordinating follow-up performance audits, inspections and evaluations and program reviews at government and contractor facilities to validate if AOC remedies to previous OIG recommendations adequately, efficiently and effectively address OIG findings. Specifically, the analyst will address if remedies are effective deliverables, if their design requirements are acceptable to recommendations, validate deliverables at a selected level; compare qualification and acceptance test methods against contract and industry standards as appropriate for AOC use; validate functionality from a construction standpoint; and examine contract/government quality, practices and procedures, as necessary.

The candidate will lead the review and development of findings and recommendations to management, which may include rationale for cancellation or significant changes in the scope of projects. Reviews designated materials which may include existing data and information on the program topic including GAO; OIG audits; investigations; inspections and evaluations; and/or other studies conducted within or outside the AOC; and pending or recently enacted regulations or legislation. The incumbent develops data into a prescribed format and analyzes the data collected and documents the analysis.

The candidate is responsible for tracking and recording all OIG recommendations, regardless of the issuing division. Communicates recommendations corrective action plan deadlines with senior AOC leadership and facilitates closure with the appropriate division. Incumbent will ensure all OIG recommendations are posted and closed, as applicable, to the OIG website and/or Oversight.gov to promote timely transparency and update interested stakeholders.

The candidate will analyze closed and open OIG recommendations from all divisions to determine trends, risks and knowledge gaps and will recommend future follow-up work products or internal referrals to determine recommendations effectiveness.

Specialized experience is experience that has equipped you with the particular knowledge, skills and abilities to perform successfully the duties of the position, and that is typically in or related to the position to be filled. To be creditable, specialized experience must have been equivalent to at least the next lower grade level.
 
Candidates for the GS-15 grade level must have at least 52 weeks of specialized experience equivalent to the GS-14 grade level in the Federal service.

Specialized experience is defined as having experience: (1) Monitoring program compliance to policies, requirements, regulations, or established performance level; (2) Conducting program analysis of a wide variety of information and producing clear written documentation; (3) Directing ad-hoc evaluation or special review teams and management studies; (4) Gathering facts and using effective, analytical, and evaluative methods to accurately assess information and make sound problem solving decisions; (5) Performing administrative and technical supervisory functions for subordinates; (6) Planning and conducting effectiveness and efficiency studies; and (7) Applying expertise in CIGIE Blue Book Standards.
